Job Overview

We are seeking a Mid-level Procurement Analyst to join our team. You will serve as a lead procurement specialist driving complex federal acquisitions from strategic market research and acquisition planning through source selection, contract award, and administration. Applying in-depth knowledge of the Federal Acquisition Regulation (FAR), you will develop critical solicitation documentation, conduct price and cost analyses, and execute strategic sourcing initiatives while ensuring strict regulatory compliance.

Responsibilities include, but are not limited to:

  • Strategic Acquisition Planning and Market Research: Independently conducts market research and formulates strategic acquisition approaches, particularly for complex and first-time procurements. Advises Government personnel on acquisition strategies, recommending appropriate contract types (e.g., fixed-price, cost-plus, GWACs, BPAs) and streamlining initiatives. Prepares business case analyses, point papers, and requisite planning and justification documentation to defend major procurements to approval authorities.
  • Solicitation and Proposal Development: Takes a lead role in structuring Requests for Proposal (RFPs) for large, major, or technology-focused procurements. Develop comprehensive contract line item (CLIN) structures, translate technical requirements into unambiguous Statements of Work (SOWs) and specifications, and crafts project-unique contract clauses. Leads the development of source selection plans, evaluation criteria, and evaluation schemes.
  • Source Selection and Evaluation Support: Coordinates the collection of documentation and tracks action items for Government evaluators during the source selection process, including contractor performance assessment research. Supports price and proposal cost analyses, coordinating with appropriate agencies on technical evaluations, rate agreements, Cost Accounting Standards (CAS) issues, and material management system approvals. Locates sources of supplies, requests quotes from vendors, evaluates bids, and selects the most qualified sources.
  • Contract Administration and Compliance: Coordinates and leads contract administration efforts, supporting the Government’s assessment of contractor cost, schedule, technical performance, and program budget control. Negotiates, awards, and administers procurement contracts, issuing purchase orders, change orders, and consent packages while acting as the procurement liaison with the Contracting Officer. Ensures all procurements and file documentation strictly adhere to the Federal Acquisition Regulation (FAR), agency-specific regulations, and company policies.
  • Process Improvement, Liaison, and Program Support: Maintains purchasing database integrity, associated documentation, and training materials, while assisting management with the implementation of procurement programs and change initiatives. Performs outreach and liaison responsibilities, participating in program reviews and special projects. Researches new procurement methods to ensure the utilization of best practices and proactively initiates cost reduction and savings initiatives.

Required Qualifications:

  • Must possess a bachelor’s degree
  • A minimum of six (6) years of relevant experience

  • Must possess a DoD Secret clearance
