Job Description

Summary

This position is located in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Connectivity and Collaboration Services (CCS), Core Network Services (CNS) responsible for enterprise transport, WAN/LAN infrastructure connectivity, telecommunications provisioning, and lifecycle execution supporting VA nationwide operations.

Duties

Major duties include but not limited to:

  • Provides technical and administrative leadership and expertise for the management, analysis, design, and development, to provide a wide range of IT management activities including but not limited to various aspects of IT.
  • Supervises a staff of Information Technology Specialists performing policy, planning, systems administration, operating systems, Internet, network services, data management, security, applications software, systems analysis and customer support functions.
  • Develops work plans for the Network IT Tower and manages the overall work to enhance achievement of the goals and objectives.
  • Performs administrative and managerial activities required to administer and direct the full range of program responsibilities within Infrastructure Engineering and Provisioning divisions.

Promotion Potential: This position is at full performance level

Work Schedule: Monday - Friday, 8:00am - 4:30pm, Tour of duty may be subject to change based on organizational needs.

Compressed/Flexible: Schedule available at the manager's discretion

Telework: This position may be authorized for telework.

Physical Demands

The work may require some physical effort, such as standing, walking, bending or sitting. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. The work requires almost constant use of a video display terminal.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2026. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service

AND SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: experience planning, provisioning, implementing, and managing enterprise telecommunications services supporting nationwide operations under Federal acquisition environments (e.g., EIS, FITARA-governed programs, task order vehicles, telecommunications lifecycle management, WAN/LAN transport services, voice/data connectivity, or related enterprise telecommunications contracts).

There is no educational substitution at this grade level.

Additional information

This is not a remote position. OIT has multiple worksites at various duty locations, and the individual(s) selected may be assigned to any federal government work site. This announcement will NOT be used for changing duty locations. If selected, and you are a current VA employee, and not on an approved exemption, you will continue to report to your current duty location.
