Job Description

Summary

This position is located in Software Product Management (SPM), APPLICATIONS SERVICE LINE organization, Field Operations & Development, Office of Information Technology (OIT) serving as an Senior IT Specialist responsible for the full range of duties associated with one or more IT specialty areas required to support: FIELD DEVELOPMENT and COTS INTERFACE.

Duties

Major duties include but not limited to:

  • Reviews directives, policies, programs, enterprise-wide functional user requirements and acquisition strategies/vehicles for program related issues to determine the impact and implications in supporting information systems.
  • Makes recommendations on implementation strategies to include sources, acquisition strategy, funding, and fielding of applicable technologies for future systems.
  • Plans, coordinates, develops, improves and implements efficient and economical management of information systems in support of Service Line activities.
  • Develops or provides guidance for the solution of difficult and unprecedented problems resulting from new or modified operational management information concepts and requirements.
  • Conducts applied and supporting research for management information systems by meeting with functional specialists to determine information needs.
  • Applies limited functional knowledge of materiel acquisition, performance indicators, logistics, production base support, budget, personnel, cost, disbursement, reimbursement, executive message systems and energy consumption in developing new and/or improved information systems.
  • Applies extensive knowledge of changes in the state-of-the-art regarding integrated information and control systems analysis and other scientific management techniques used in the development of information systems.

This is a Non-Bargaining Unit Position. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles:

  • Cybersecurity Code 621: Software Developer. Develops, creates, maintains, and writes/codes new (or modifies existing) computer applications, software, or specialized utility programs.
  • Cybersecurity Code 632: Systems Developer. Designs, develops, tests, and evaluates information systems throughout the systems development life cycle.
  • Cybersecurity Code 422: Data Analyst. Examines data from multiple disparate sources with the goal of providing new insight. Designs and implements custom algorithms, flow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes.

Work Schedule

Monday - Friday, 8:00am - 4:30pm, Tour of duty may be subject to change based on organizational needs.

Compressed/Flexible: Schedule available at the manager's discretion.

Telework: Ad hoc/situational. Telework eligibility will be discussed during the interview process.

Physical Demands

The work is sedentary, but may involve periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside tour of duty.

The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks that require normal safety precautions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.

  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Providing technical expertise in SharePoint Platform Administration to support client and departmental sites, including managing permissions, training, site moves, and updates; delivering technical support for evaluating fixes to existing and newly implemented internal connectors and third party solutions; and working with SharePoint interoperability tools such as Power Tools and Nintex to develop and implement solutions hosted in SharePoint, as well as leading business process improvement and process enablement efforts within the SharePoint environment.
