The anticipated hiring range is $84,346 - $112,048. The City of Richmond Department of Public Utilities is seeking a qualified Accounting Manager. This Accounting Manager will provide oversight over the Department of Public Utilities' general accounting team. This position will serve as a Liaison with Finance and IT for the customer billing system. This team will record financial transactions related to DPU's sales, accounts receivable, debt transactions, grants, and other miscellaneous transactions. The Accounting Manager will supervise a staff to ensure these transactions are processed timely and accurately and will also oversee reconciliations of key accounts. This position will manage and oversee the activities of their team to ensure compliance with City policies and procedures and identify opportunities for standardization of financial reporting, project accounting, and accounts payable. This position will also be involved in the preparation of DPU's interim and annual financial statements. Accounting Manager will also identify and implement training for their staff as needed. Assists others as needed on various assignments.
Duties include but are not limited to Managing the department's monthly and year-end closing processes and reconciliations related to accounts payable, debt and revenues; Providing leadership, training and supervision of staff; Managing division relationships; Initiating disciplinary action when appropriate; Implementing and maintaining proper financial controls; Ensuring financial accounts are reviewed and monitored in accordance with General Accepted Accounting Principles (GAAP); Assisting with planning, reviewing, preparing and monitoring routine and special monthly and annual operations and maintenance expense; Analyzing, developing and recommending standard operating procedures for DPU's general accounting; Assisting internal and external auditors.
Qualifications, Special Certifications and Licenses MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree in accounting, finance, business administration, or a related field; MBA or Master's in Accounting preferred; Five years of journey-level professional accounting experience; Two years of supervisory experience. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
PREFERRED EXPERIENCE AND TRAINING: At least five (5) years of experience with providing general accounting using an ERP system; Experience working with sales, grants, payables and etc.; Experience with developing and modifying accounting policies to be in alignment with GAAP; Experience with providing interim and annual financial reporting for Comprehensive Annual Financial Report (CAFR) is a plus; Experience working in accounting in the public sector is a plus; Microsoft Office Suite experience.
