Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates, which operate non-profit health centers across the U.S. PPFA also works to educate the public on and advocate for issues of sexual and reproductive health. Formed as the advocacy arm of Planned Parenthood Federation of America, Planned Parenthood Action Fund is a separate non-profit membership organization tax-exempt under section 501(c)(4). The Action Fund engages in educational, advocacy, and limited electoral activity, including grassroots organizing, legislative advocacy, and voter education in furtherance of the Planned Parenthood mission.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a Senior Specialist, Recruiter cycle hire who will be responsible for the recruitment, selection and hiring process. This role reports to the Senior Director, Talent Acquisition in the People, Culture and Equity Division and People Experience and Development team of PPFA. The People, Experience & Development team operates as a Center of Excellence (CoE) that enables & enhances the organization’s ability to attract, develop & retain the talent necessary to transform and optimize the role of the National Office.

This role is expected to run for 6 months, beginning October 2026 and ending April 2027.

Purpose:

The Senior Specialist, Talent Acquisition Recruiter cycle hire leads comprehensive full-cycle recruitment for a dynamic portfolio of entry-level through manager-level positions, as well as temporary hires, across the PPFA National Office. Functioning as a talent acquisition subject matter expert, this role partners with hiring managers to execute innovative sourcing, screening, and selection strategies that attract diverse, high-caliber talent. The Senior Specialist utilizes ATS data, recruitment analytics, and labor market insights to optimize hiring workflows, ensure compliance with employment regulations, and deliver an exceptional candidate and stakeholder experience aligned with PPFA’s mission and values. Ensure compliance with federal, state, and local employment laws and regulations, and organizational policies. This role is expected to run for 6 months.

Delivery:

• Manages end-to-end talent acquisition for assigned requisitions (entry-level to manager, including temp hires), encompassing job posting distribution, multi-channel proactive sourcing, resume screening, structured interviewing, offer generation, and onboarding handoff.
• Conducts thorough phone screens and virtual interviews to evaluate candidate qualifications, competencies, and cultural addition to PPFA; coordinates panel interviews and prepares standardized selection collateral.
• Executes recruitment workflows within established Service Level Agreements (SLAs) to reduce time-to-fill, optimize panel selection, and maintain operational efficiency across the hiring lifecycle.
• Serves as a proficient system user for Lever ATS and SuccessFactors HRIS; maintains accurate recruitment analytics, candidate pipeline data, and KPIs to support data-driven decision-making.
• Coordinates background checks, reference verifications, and onboarding logistics in partnership with TA Operations; ensures strict adherence to federal, state, and local employment laws and organizational policies.
• Promotes PPFA as an employer of choice by leveraging internal/external advertising platforms and maintaining transparent, engaging communication throughout the candidate journey.
• Performs other duties as assigned.

Engagement:

• Partners closely with hiring managers throughout the recruitment lifecycle; leads intake sessions to align on criteria, serves as a continuous liaison, provides pipeline updates, and guides data-driven selection decisions.
• Researches and engages external networks, universities, community organizations, social media channels, employee referrals, and professional associations to proactively build diverse candidate pipelines.
• Represents PPFA at career fairs, university sessions, industry conferences, and networking events to build organizational awareness and expand talent pools.
• Fosters collaborative, trusting relationships with hiring managers, candidates, PCE Business Partners, and TA Operations team members to ensure seamless service delivery and high engagement.

Knowledge, Skills and Abilities (KSAs):

• Bachelor’s degree in Human Resources Management or another relevant field required.
• APHR, PHR, SHRM, SHRM-CP, AIRS CIR, CDR, TAS and other HR or recruitment related certificates are a plus.
• Minimum 3+ years of high volume recruitment experience required.
• Proficient with or ability to learn HR databases (SuccessFactors), applicant tracking software (Lever) or other recruitment systems & candidate management systems required.
• Experience with full cycle recruitment and general recruitment strategies with a proven track record of success required.
• Proficiency with Google Workspace or related software required.
• Strong written and verbal communication and interpersonal skills required.
• Proven ability to recruit diverse talent is required.
• Professional approach with an ability to build and maintain relationships required.
• Excellent interpersonal skill, time-management skills and multitasking ability required.
• Track record of recruiting at all levels for non-profit roles related to organizing, advocacy, and electoral campaigns, public policy and communications a preferred.
• Familiarity with labor laws, employment regulations, industry trends and best practices applicable to hiring and recruitment preferred.
• Proactive and independent with the ability to take initiative is preferred.
• Results oriented and data driven is required.
