Job Description

POSITION: Senior Program Manager Consultant (1099) – Advanced Carbon & Waste-to-Energy

SUMMARY: IMRI is seeking an independent consultant who already has working relationships in the federal clean-materials, PFAS, and installation energy markets to lead a federal business strategy engagement with a clean-technology client. The client turns waste wood into on-site power and domestic advanced carbon materials. Its target markets are low-carbon concrete and resins, PFAS water treatment, installation energy, and battery-grade carbon. The consultant will lead the engagement and serve as a senior federal advisor to IMRI’s client, with IMRI’s EVP & CTO serving as IMRI’s point of contact and approving all deliverables.

ENGAGEMENT DETAILS:

  • Type: Independent contractor (1099); project-based consulting engagement under a statement of work (SOW)
  • Duration: a 90-day initial engagement with defined deliverables; may be extended beyond 90 days by mutual agreement
  • Location: remote, with travel within U.S. primarily to the Washington, D.C. area and central Virginia as needed to complete deliverables
  • Consulting Fees: $125 - $150/hr or equivalent, negotiated within this range. Fees may be structured as a fixed fee, by deliverable or milestone, or hourly, as agreed in the SOW

SCOPE OF WORK AND DELIVERABLES:

  • Lead the engagement end to end, including the plan development, deliverables, budget, subject matter experts (SMEs), and client executive communications.
  • Deliver the client's federal readiness package, covering technical evidence, compliance, and marketing collateral.
  • Deliver a prioritized capture strategy tied to specific agencies, programs, and funding opportunities.
  • Make warm introductions to federal decision-makers and prime contractors, and lead validation meetings with them.
  • Deliver an execution plan for the client's ongoing federal business development, and support selected proposals as defined in the SOW.

MARKETS AND FEDERAL RELATIONSHIPS:

Must have current, active relationships in at least two of these areas:

  • Low-carbon concrete and resins GSA, USACE / ERDC, NAVFAC, FHWA; construction primes and ready-mix suppliers
  • PFAS and water treatment SERDP / ESTCP, AFCEC, EPA and SRF programs; environmental primes and water integrators
  • Installation energy and waste-to-value DIU, DLA Energy, NAVFAC, Army installation energy offices; ESPC and microgrid firms
  • Biomass and carbon products DOE BETO/EERE, FECM, ARPA-E; USDA Rural Development and Forest Service
  • Battery and critical materials DOE Office of Manufacturing and Energy Supply Chains; DOE Critical Minerals and Materials / AMMTO; DoD Industrial Base Policy; DARPA

REQUIRED EXPERIENCE:

  • 15+ years in federal business development, capture, or program management, including senior leadership roles
  • Current relationships that you have worked with in the last three years in at least two of the markets above
  • A track record of bringing a new or non-traditional vendor into the federal market through awards, grants, OTAs, SBIR/STTR, or teaming
  • Strong command of federal funding and contracting routes, including FAR-based contracts, OTAs, SBIR/STTR, CSOs, cooperative agreements, grants, and loan guarantees
  • A B.S. degree in engineering, environmental science, chemistry, or materials science; or an MBA. Enough technical fluency to represent a materials or energy technology credibly to program managers and engineers
  • Must be eligible for Security Clearance
  • Ability to travel as needed to complete deliverables (estimated 20–30%)

PREFERRED EXPERIENCE:

  • Prior service with, or in a senior role supporting, DoD installations and environments, DOE, EPA, or GSA.
  • Direct experience with PFAS remediation, low-embodied-carbon construction materials, biomass or bioenergy, or battery materials supply chains.
  • Familiarity with EPDs and LCAs, Buy Clean requirements, NEPA on federal land, and Technology Readiness Level assessment.
