Financial Crime Risk Management
The Digital Assets Program team sits within FCRM Business Oversight and is responsible for identifying emerging financial crime risks for new client relationships, the offering of products and services, and new initiatives related to digital assets enterprise wide. The DAP team is also responsible for advising and assisting in the development, drafting, and effective implementation of policies, procedures, and controls specific to digital assets. The DAP team also participates on project steering committees, advisory committees, and is responsible for maintaining and updating senior leadership on developments in the digital asset ecosystem.
The role of Sr. Manager will be responsible for assisting the Head of Digital Asset Programs in managing the workflows for the team, directing engagements with the business/product strategy teams, first line of defense entities, other second line teams, and third line audit functions on AML/CFT/KYC/EDD policies and procedures for digital assets for client on-boarding, offering new products and services, and adding new initiatives across all TD entities. The position further serves as an advisor to transaction monitoring, screening, and audit, to develop controls and testing benchmarks within the digital asset space, and serves as a high-level advisor to senior executives on specific trends in digital assets.
The ideal candidate will have 10 years of experience working in AML/CFT/KYC/EDD in the financial services industry, or in a consulting or law firm advising companies on the same. They must have familiarity with AML/ CFT/Sanctions monitoring procedures as mandated by the BSA, FINTRAC, Wolfsberg Group, Basel Institute, FATF, etc., and be familiar with specific red flag money laundering typologies and standard controls for these areas; they will have experience in reviewing and drafting policies and procedures for new products and initiatives, and is comfortable reporting findings and solutions to senior management, is able to work well with others, particularly in cross-team efforts, and is familiar with the use of case management and investigations software platforms such as Oracle.
The Senior Manager, Financial Crime Risk Business Oversight oversees the team and leads 2nd-line oversight activities and monitoring of the AML/ATF/Sanctions/ABAC compliance programs for covered TD businesses and legal entities, including managing critical program initiatives and handling complex/high-risk matters and escalations.
Undergraduate degree or equivalent work experience.
10+ years experience.
In lieu of 10+ years of experience, TD will consider those with 7+ years of experience. Experience with financial products in the payment space, particularly cross-border transfers, and familiarity with controls in that space is a plus. A knowledge and interest of digital assets and blockchain technology is preferred but not required. The ideal candidate will need to be a self-starter who is able to move nimbly and be comfortable with emerging issues, and responding quickly to requests from senior management, much of which will be issues of first impression. ACAMS, CFCS, or a like certificate is preferred but not required. A Juris Doctor from an accredited law school is a plus.
