Proposal manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Proposal Manager based in United States.

The Proposal Manager will own the end-to-end proposal lifecycle for complex public sector opportunities, driving quality, consistency, and strategic alignment across submissions.

This role combines proposal operations, content strategy, and cross-functional collaboration to improve how responses are created and delivered.

The successful candidate will partner with sales, legal, solution consultants, subject matter experts, and external partners to build compelling proposals.

The position requires strong knowledge of government procurement processes, RFx management, and content governance practices.

You will help modernize proposal workflows through improved processes, scalable content libraries, and AI-assisted drafting tools.

Accountabilities:

The Proposal Manager will lead proposal strategy and execution while ensuring submissions are accurate, compelling, compliant, and delivered on schedule. This role will serve as a central coordinator across internal teams and external partners, improving proposal processes and strengthening content effectiveness.

• Own the complete proposal lifecycle for public sector bids, including opportunity qualification, planning, content coordination, review, submission, and post-submission activities.
• Evaluate incoming RFx opportunities based on strategic alignment, timeline feasibility, solution readiness, and business priorities.
• Manage government procurement requirements, including compliance considerations, submission portals, and public sector response standards.
• Coordinate proposal workflows across internal teams and distributed execution partners, ensuring clear ownership, deadlines, and quality expectations.
• Conduct final proposal reviews to confirm messaging consistency, compliance, accuracy, and overall submission readiness.
• Develop and refine strategic proposal content, including executive summaries, value propositions, win themes, and competitive messaging.
• Manage proposal content libraries by identifying gaps, updating outdated materials, and improving reusable response assets.
• Partner with subject matter experts, product teams, and solution consultants to create high-impact content that improves response quality and efficiency.
• Support the adoption of AI-assisted proposal tools by evaluating output quality, improving prompts, and contributing to better content generation processes.
• Coordinate partner contributions within proposals, tracking deliverables, resolving gaps, and ensuring external inputs meet requirements.
• Maintain accurate proposal-related documentation, reporting, and pipeline information within CRM systems.
• Contribute to continuous improvement initiatives focused on increasing proposal efficiency, scalability, and success rates.

Requirements:

The ideal candidate will have strong proposal management experience, excellent communication skills, and the ability to manage complex, deadline-driven projects involving multiple stakeholders.

• 4+ years of experience managing proposals, RFx responses, or related presales activities.
• Direct experience supporting US public sector or government procurement opportunities.
• Strong understanding of proposal development processes, content strategy, and response optimization.
• Ability to create and improve strategic proposal content, including executive summaries and customer-focused messaging.
• Familiarity with federal procurement requirements such as FAR/DFAR and government submission standards.
• Experience coordinating partner-provided content and managing external stakeholder contributions.
• Experience collaborating with offshore or outsourced teams while maintaining quality and delivery standards.
• Background managing content libraries, proposal repositories, or governance processes; Loopio experience is a plus.
• Comfortable using Salesforce or similar CRM platforms for tracking, documentation, and reporting.
• Strong written communication, editing, and storytelling skills with the ability to deliver polished content under tight deadlines.
• Excellent organizational skills with the ability to manage multiple proposals simultaneously.
• Strong collaboration and stakeholder management skills across sales, legal, product, consulting, and partner teams.
• Preferred experience in SaaS or technology environments with both commercial and public sector proposal requirements.
• Preferred exposure to AI-assisted content creation tools and modern proposal automation workflows.
• Preferred experience with portal-based submissions such as Ariba, GovProcure, or similar platforms.
