About the Team:

The Strategic Investment Office (SIO) is a program within the Information Technology department reporting directly to the Chief Information Officer. Within the SIO program, is the Business Analysis Office (BAO), which is responsible for effective planning and execution of IT projects in collaboration with the Project Management Office (PMO). The Project Management & Business Analysis Program is responsible for the effective planning, execution and delivery of IT projects agency wide and is comprised of two areas of support: Business Analysis Office (BAO); and Project Management Office (PMO)

About the Role:

The BAO consists of IT Business Analysts defining systems scope, design and objectives based on business needs and technical requirements ensuring a solution achieves successful technology outcomes. As an IT Business Analyst (IT BA) Journey, you will provide business and system analysis for all applications and projects within IT and perform some project coordination activities for smaller projects. The IT BA is a key facilitator within L&I, acting as a bridge between the client, stakeholders, the solution team, and the internal/external customers. In this critical role you will be active in all phases of the lifecycle of a project, from initially analyzing a request for change through development to ensuring a solution meets enterprise-wide goals and adds value to the organization.

Duties

Some of what you'll do:

  • Enterprise Strategy Analysis: Analyze current business processes and understand how they work today. Define future goals and the changes needed to reach them. Assess risks and recommend ways to manage them. Define change strategy.
  • Business Analysis Planning and Monitoring: Plan business analysis activities, approach, and communication. Conduct stakeholder analysis. Plan requirements management and Test planning.
  • Requirements Elicitation and Collaboration: Prepare for elicitation. Conduct elicitation activities. Document and confirm elicitation results.
  • Requirements Life Cycle Management: Trace, maintain, prioritize, assess and approve requirements.
  • Requirements Analysis and Design Definition: Specify and model requirements. Verify and validate requirements. Define requirements architecture. Analyze potential value and recommend solutions.
  • Solution Evaluation: Measure solution performance Analyze performance measures Assess solution limitations. Recommend actions to increase solution value.
  • Solution Testing, Training and Transfer to Production: Test development, execution, reporting, training. Organizational change management.
  • Project Coordination: Plan, resource, and scope, Manage IT project deliverables.

Qualifications

Required:

A minimum of six (6) years of experience performing business systems analysis, or other closely related IT function. Education may substitute year for year for experience up to four (4) years for a bachelor’s degree and up to two (2) years for an associate’s degree in computer science, information technology, or technical/business discipline. A relevant IT certification or Business Analysis Certification, CBAP/CCBA, can substitute for one (1) year education or experience.

* Note: For this position ‘closely related IT function’ is defined as experience including, but not limited to: Application development Consulting Performing complex data analysis IT project management Writing complex queries for reporting

Required Competencies:

Desired:

Certified or professional level certification as a business analyst. Successful completion of certified International Institute of Business Analysis classes. Certification as a Lean consultant. Certification as a Project Manager.
