Our team includes budget advisors, researchers, and other experts, all dedicated public servants working towards an equitable future for every Washingtonian. We are seeking an experienced IT Project Manager to support the One Washington program, the largest IT transformation in Washington state history. In this role, you will manage projects within an assigned workstream portfolio, applying project management best practices to plan, coordinate, and monitor activities that support successful project delivery. As a key member of the One Washington project management team, you will oversee project operations, track progress, analyze project information, and collaborate with stakeholders to help deliver strategic technology solutions that advance the program's goals.
One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.
Demonstrated ability to plan, organize, and manage multiple medium- to large-scale projects with increasing levels of complexity from initiation through implementation and closeout. Developing and managing project scope, schedules, budgets, risks, and deliverables. Monitoring project performance and reporting project status to stakeholders. Establishing project controls and performance measures to track progress toward milestones. Applying project management methodologies, tools, and best practices to achieve project outcomes. Prioritizing competing work and resources to maximize organizational value.
Demonstrated understanding of information technology projects and the ability to collaborate with technical and business experts throughout the project lifecycle. Supporting or managing software development projects using Agile or similar iterative methodologies. Participating in systems planning, design, development, testing, implementation, operational support, or continuous improvement initiatives. Managing vendor relationships, including developing statements of work, evaluating proposals, monitoring contract performance, and ensuring delivery of agreed-upon outcomes. Applying knowledge of business operations, financial management, budgeting, and administrative processes to support project success. Reviewing technical work with subject matter experts to validate assumptions, effort estimates, and project deliverables.
Demonstrated ability to build collaborative relationships and lead cross-functional teams toward successful project outcomes. Facilitate meetings and discussions that result in shared understanding and positive resolution of complex issues. Build productive working relationships with diverse stakeholders, customers, vendors, and project team members. Promote collaboration, teamwork, and accountability across organizational boundaries. Anticipate customer needs and deliver responsive, customer-focused service. Influence others through collaboration, credibility, and effective leadership rather than positional authority.
Demonstrated ability to analyze information, evaluate options, and make sound decisions in support of organizational objectives. Identifying risks and developing practical mitigation strategies. Applying creativity and flexibility to resolve project challenges. Evaluating competing priorities and allocating resources to achieve the highest-value outcomes. Challenging assumptions or proposed approaches respectfully when doing so supports organizational goals. Providing candid, constructive feedback while maintaining positive working relationships.
Demonstrated ability to use technology and project management tools to support planning, collaboration, reporting, and project execution. Use project scheduling and planning software to develop and maintain project schedules. Create reports, presentations, and project documentation using standard business software. Utilize collaboration and document management platforms to support project teams. Learn and effectively apply new technologies and software tools as business needs evolve.
The ability to learn and grow: Curious about themselves and others, who take responsibility for knowing their own strengths and weaknesses, and who use their learning to make government programs and processes more efficient and effective to serve all in Washington. The ability to meet the needs of others: Flexible, adaptable, customer-service focused, and willing and able to empathetically respond to the unique needs of the people we work with and serve.
