Hybrid: Our physical office is in Olympia, WA. We offer flexible work schedules and locations. This is a hybrid position where most of the work allows teleworking. However, you must reside in the state of Washington and travel to in-person activities, meetings, and events as needed for business purposes.

The job opportunity

Advance your career within OFM by serving as the Agency Support Team (AST) Lead for the One Washington Workday implementation. In this strategic role, you will help prepare OFM's people, business processes, and technology for the Workday transition while supporting ongoing enterprise operations and continuous improvement. In addition, you will lead business analysis activities throughout the Software Development Lifecycle (SDLC), partnering with business and technical teams to define requirements, improve processes, and support the design, configuration, testing, and implementation of enterprise applications.

What you’ll work on

  • Lead OFM's Agency Support Team (AST) Activities
  • Act as the lead agency AST representative for OFM enterprise applications within the One Washington initiative, designated as the main point of contact for all OneWA project-related communications and activities.
  • Coordinate and complete readiness activities (people, process, and technology) in conjunction with the One Washington program team and agency leadership so that OFM is ready and prepared for One Washington.
  • Proactively maintain transparency and vigilance over emerging risks and outline decisions that need to be made by creating business cases and making recommendations to upper-level management and stakeholders about how to best solve their business need/issue/opportunity, including options, risks, and impact on the systems.
  • Provide lead project support and business analysis, ensuring OFM's technical readiness for Workday go-live, which includes agency legacy systems remediation, and integrations with legacy systems are developed and tested.
  • Provide Business Analysis, project support, and maintenance for complex Enterprise applications used by agencies statewide for budgeting, accounting, and human resources.
  • Perform the role of lead customer liaison for OFM's Enterprise application.
  • Provide and participate in Continuous Process Improvement for the program, ITS division, and other agency-level process improvement efforts.

Required Qualifications:

  • Proven leadership and expert ability to perform as a principal agency representative as the main point of contact for all project-related communications and activities.
  • Excellent relationship-building skills across executives, technical staff, and end users.
  • Experience managing stakeholder expectations, developing communications strategies, and providing organizational change support.
  • Strong skills in performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments, and visually documenting those processes.
  • Ability to lead cross-functional, matrixed teams from multiple agencies and divisions. Setting expectations, resolving conflicts, assigning tasks, and maintaining accountability.
  • Coaching, mentoring, and fostering collaboration among diverse teams.
  • Proven communication skills with executives and governance bodies.
  • Experience developing and delivering reports, presentations, and briefings to varied audiences.

Business Analysis Expertise

  • Expertise in performing business analysis functions including elicitation, tracking, and documentation of business and functional requirements.
  • Ability to develop business process models, mockups, user stories, epics and acceptance criteria, use cases, test cases, training materials and provide training to customers.
  • Strong understanding of how business process and requirements evolve to produce clear and concise user stories and acceptance criteria(s).
  • Expertise in Agile frameworks and methodologies such as SCRUM or Kanban.
  • Experienced in various Agile roles such as Product Owner, SCRUM Master and SCRUM team member.
  • SCRUM certification, such as Product Owner and/or SCRUM Master.
  • Business Analysis certification.

Enterprise Application Proficiency

  • Proficiency and demonstrated knowledge of enterprise IT systems and their integration across platforms.
  • Ability to communicate technical concepts clearly to non-technical audiences.
  • Proficiency in troubleshooting and resolving issues within a large-scale IT environment.
  • Understanding business analysis best practices and data privacy standards.
  • Expertise in the application/system development lifecycle, including the research, design, development, and testing of computer software for business customers.
  • Demonstrate general understanding of software systems.
  • Basic knowledge of servers, databases, and client and/or server-side technology.

Enterprise Resource Planning Implementation & IT Systems Integration Experience

  • Understanding of business process system integration, legacy system decommissioning, and phased rollouts.
  • Strong understanding of system interfaces, legacy system analysis, data conversion, middleware, and APIs.

Desired Qualifications:

  • Eight (8) years of recent information technology related experience performing business analysis functions including: elicitation, tracking, and documentation of business and functional requirements; development of business process models, mock ups, user stories, epics and acceptance criteria, use cases, test cases, training materials and provide training to customers; performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
  • Business Analyst experience can replace education on a year-to-year basis.
  • At least two (4) years of direct experience in Agile frameworks and methodologies such as SCRUM or Kanban.
  • Experienced in various Agile roles such as Product Owner, SCRUM Master and SCRUM team member.
  • SCRUM certification, such as Product Owner and/or SCRUM Master.
  • Business Analysis certification.
