Position Overview

Texas Health and Human Services Commission (HHSC) is seeking an experienced Enterprise Architect 3 – Master Data Management (MDM) Architect to join the Enterprise Information Management (EIM) team within the Office of Data Analytics & Performance (DAP). The selected candidate will play a critical role in designing, implementing, and enhancing enterprise-wide Master Data Management capabilities that support integrated analytics initiatives across the Health and Human Services System. This position requires extensive expertise in Informatica technologies, data integration, metadata management, and enterprise data governance. The ideal candidate will possess a strong background in healthcare master data domains, enterprise architecture, and emerging AI-enabled data practices.

Key Responsibilities

Master Data Management Leadership

• Design and implement enterprise-scale Master Data Management (MDM) solutions using Informatica technologies.
• Develop MDM capabilities supporting healthcare provider and managed care member domains.
• Define master data strategies that improve data quality, consistency, governance, and accessibility across HHSC.
• Support identity resolution, trusted attribution, and governed reference data initiatives.

Solution Architecture & Development

• Architect and develop MDM solutions utilizing the Informatica Intelligent Data Management Cloud (IDMC) platform.
• Design and implement Informatica PowerCenter custom solutions.
• Develop ETL processes integrating data from Oracle, Snowflake, and other enterprise systems.
• Lead enhancements, upgrades, testing, and maintenance activities for MDM applications.

Enterprise Information Management

• Collaborate with data architects and business stakeholders to develop enterprise data models.
• Ensure alignment with Enterprise Information Management best practices.
• Support metadata management initiatives, including metadata loads and repository administration.
• Maintain high standards for data governance, security, and regulatory compliance.

Agile Delivery & Project Management

• Participate in Agile planning, backlog refinement, sprint activities, and deployment planning.
• Monitor MDM project lifecycles and ensure timely delivery of technical solutions.
• Coordinate efforts among technical teams, business analysts, and program stakeholders.

AI and Data Analytics Enablement

• Develop effective AI prompts and query strategies for complex data domains.
• Create standardized prompt libraries and reusable templates for reporting and analytics needs.
• Validate AI-generated outputs and identify potential inaccuracies or hallucinations.
• Promote responsible use of AI technologies while ensuring compliance with agency standards.

Stakeholder Engagement

• Serve as a trusted advisor to leadership and program teams.
• Translate complex technical concepts into clear business language.
• Present findings, recommendations, and architectural strategies to both technical and non-technical audiences.
• Provide expert guidance in resolving enterprise data challenges.

• Advanced Informatica and ETL development experience - 8 years
• Enterprise Information Management best practices - 8 years
• Designing and implementing Master Data Management solutions - 8 years
• Informatica PowerCenter custom solution development - 8 years
• Experience with Erwin, ER/Studio, or equivalent data modeling tools - 8 years
• Strong communication, analytical, and interpersonal skills - 8 years
• Ability to work with both technical and business stakeholders - 8 years
• Technical documentation and writing experience - 8 years
• Oracle Database Administration experience - 5 years
• Informatica Metadata Manager installation and configuration - 5 years
• Enterprise MDM architecture experience - 5 years
• Bachelor's degree in Computer Science, Systems Engineering, or related field (or equivalent experience) - 4 years
