Job Description
Eagle Health Analytics is seeking an experienced Emergency Preparedness Project Manager to serve as Key Personnel for an upcoming Indian Health Services contract focused on evaluating, stress-testing, and updating emergency preparedness frameworks for federal health systems. In this role, you will lead end-to-end contract execution, serve as the primary point of contact for government stakeholders and Contracting Officer Representatives (CORs), and manage a multidisciplinary team of subject matter experts, analysts, and exercise facilitators. You will ensure all project milestones, virtual tabletop exercises, after-action reports, and progress deliverables are completed on time, within scope, and in full compliance with federal quality and accessibility standards.
Key Responsibilities
- Contract Governance & Project Leadership: Oversee daily operations across all contract tasks, managing schedules, team workflows, sub-contractors, and quality control to meet all performance objectives.
- Client & Stakeholder Communication: Serve as the primary operational liaison to the COR and agency leadership; facilitate post-award kickoff meetings, monthly touchpoints, and regular progress briefings.
- Deliverable Management: Author and maintain the Project Management Plan (PMP), Integrated Master Schedule (IMS), Risk Register, and RACI matrix. Ensure draft and final deliverables are submitted on time and adhere to government review cycles.
- Progress Reporting: Prepare and submit comprehensive Quarterly Progress Reports (QPRs) and a Final Activities Report tracking project health, accomplishments, schedule variance, risk mitigations, and data disposition.
- Exercise & Discovery Coordination: Partner with the Lead Evaluator to coordinate discovery sessions with agency Subject Matter Experts (SMEs) and manage logistics for virtual, discussion-based simulation/tabletop exercises.
- Quality Assurance & Compliance: Enforce the contract Quality Control Plan (QCP), ensuring all narrative, presentation, and data deliverables undergo rigorous technical review, editorial checks, and Section 508 accessibility verification.
- Risk & Issue Mitigation: Proactively identify technical, scheduling, or operational bottlenecks—such as SME availability constraints or concurrent development demands—and execute dynamic mitigation strategies.
Minimum Qualifications
- Experience: Minimum of five (5) years of direct experience managing professional-services, public health, healthcare, emergency preparedness, emergency management, or comparable analytical projects for federal agencies.
- Key Personnel Status: Demonstrated track record of serving in client-facing leadership roles on federal government contracts.
- Technical Skills: Strong proficiency in project management software (MS Project, Asana, or similar), MS Office Suite (Word, Excel, PowerPoint), and virtual meeting platforms (Teams, Zoom, Webex).
- Compliance Knowledge: Practical understanding of federal contract administration, Quality Control Plans (QCP), and Section 508 document accessibility compliance standards.
- Communication: Exceptional oral and written communication skills with proven ability to interface effectively with federal leadership, clinical/technical SMEs, and multidisciplinary teams.
Preferred Qualifications
- Project Management Professional (PMP) certification from PMI.
- Knowledge of public health emergency management, pandemic readiness, or after-action reporting frameworks (e.g., HSEEP principles).
- Experience working with or supporting federal health agencies (e.g., HHS, IHS, CDC, SAMHSA).
Work Environment & Special Conditions
- Location: 100% Remote (Must reside and perform all work within the United States).
- Travel: None required (All discovery sessions, exercises, and briefings are conducted virtually).
