Job Summary:

The Digital Marketing & Communications Specialist (Administrative Project Manager 2) will report to the agency deputy director and be responsible for supporting strategic communication, marketing and public relations in support of the Office of Economic Opportunity’s programs and initiatives. This position will translate complex economic data, policy initiatives, and strategic objectives into clear, engaging, and accessible narratives for a diverse range of stakeholders, including businesses, policymakers, and all Arizonans. This role is responsible for end-to-end digital content creation, multi-channel distribution, email marketing, social media management, and the development of high-impact executive presentations that align with the Director’s priorities and the agency's 5-year strategic vision.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Manages agency multi-Channel Content Creation & Distribution: Drafts, designs, edits, and schedules high-volume external digital content, including weekly/monthly email newsletters, pass advisories, media releases, and educational materials supporting OEO programs; ensures all digital assets, documents, and multimedia content strictly adhere to federal and state accessibility standards (including Section 508 compliance and WCAG guidelines); and maintains rigid alignment with official State of Arizona and OEO branding guidelines across all public-facing materials. This includes working with and assisting with supervising contracted vendors including marketing and public relations firms.
• Executive Narrative & Visual Storytelling: Translates complex workforce development strategy, labor market information, economic policy data, and statewide strategic objectives into highly polished, high-impact PowerPoint or other types of presentations to external audiences; serves as the lead architect and custodian for all agency slide decks, ensuring visual and branding consistency and narrative clarity; and collaborates closely with agency leadership to ensure all presentation content directly reflects the agency leadership priorities, official brand standards, and the agency's 5-year strategic vision.
• Email Marketing & List Management: Manages the agency's enterprise email distribution and marketing platforms (e.g. SendGrid); oversees subscriber list health, execution of data hygiene practices, and strategic audience segmentation to maximize engagement and ensure targeted delivery of all agency external communications; and monitors and analyzes email metrics (open rates, CTRs, bounce rates) to continuously optimize campaign effectiveness.
• Social Media Management & Digital Monitoring: Maintains and executes the agency's daily active presence across primary social media platforms including X, LinkedIn, Facebook and Instagram; develops and maintains a comprehensive digital content calendar to ensure a steady stream of information regarding Arizona's economic growth; monitors digital channels for public inquiries, industry trends, and media mentions, escalating sensitive issues to leadership as appropriate; and interacts with key stakeholders and responds to incoming messages on a timely basis across agency contact inbox and social media direct messages.
• Other duties as assigned as related to the position including: Supports OEO webinars, town halls, press conferences, or public events across the state; and participates in cross-agency communications workgroups within the State of Arizona enterprise.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Principles, theories, and practices of public relations, digital marketing, and strategic communications within a government or public sector environment;
• Digital accessibility laws, specifically Section 508 compliance and Web Content Accessibility Guidelines (WCAG 2.1 Level AA standards);
• Graphic design principles, visual storytelling techniques, and data visualization;
• Email marketing best practices, list management, and platform logistics (e.g., SendGrid);
• Current trends, algorithms, and best practices for professional social media platforms (LinkedIn, X, Facebook, Instagram).

Skills in:

• Advanced Microsoft PowerPoint design, including template creation, data integration, and narrative structuring for executive audiences;
• Exceptional written and verbal communication, with the ability to translate dense economic data into plain language;
• Basic graphic design tools (e.g., Canva) and content management systems;
• Audience segmentation and data analytics for email and social media campaigns;
• Project management, multitasking, and meeting tight deadlines in a fast-paced environment.

Ability to:

• Effectively synthesize complex policy objectives into cohesive, visually compelling presentations;
• Maintain absolute confidentiality and exercise impeccable judgment when handling sensitive economic data or executive messaging;
• Establish and maintain effective working relationships across all levels of the agency, including executive leadership and external stakeholders;
• Adapt quickly to shifting priorities, breaking news, or changing directive mandates from the Director’s office.

Selective Preference(s):

• A Bachelor’s degree in Communications, Public Relations, Marketing, Graphic Design, Business Administration, or a closely related field.
• Experience managing communications or public information for a state, local, or federal government agency.
• Demonstrated experience creating data-heavy executive presentations (PowerPoint portfolios may be requested).
• Technical proficiency with SendGrid or comparable enterprise email marketing systems. Certified knowledge of Section 508/accessible design.

Pre-Employment Requirements:

• Two (2) years of professional experience in digital content creation, public relations, or marketing.
• Professional experience in professional communications roles may substitute for the required degree on a year-for-year basis.
