APTIM is seeking a hands-on Federal Capture Manager to help win strategic environmental remediation and technical services work. This role is ideal for an ambitious, proven capture professional who is ready to assume ownership of high-priority pursuits and gain increased visibility and influence within a growing federal business. The position may be filled at the Senior Manager or Director level based on experience and demonstrated capture success.

The successful candidate will own assigned pursuits from early identification and qualification through capture, proposal development, negotiation and award. This individual will shape opportunities before solicitation release, develop customer and competitive intelligence, build executable win strategies, lead cross-functional pursuit teams and remain personally accountable for advancing opportunities across the finish line. This is a capture lead position, not a proposal manager role. The Capture Manager will establish the strategy and maintain ownership and continuity throughout proposal development, negotiations and award.

The position will focus on federal environmental remediation pursuits, including investigations and remedial actions driven by CERCLA and RCRA, solicited under MATOCs, SATOCs, HTRW A-E, and stand-alone contracts to address environmental contaminants of concern (e.g. PFAS, VOCs, metals, radiological, etc.) for Department of War and civilian-agency customers. The successful candidate will work directly with RTS leadership and experienced operational and technical teams, with an opportunity to grow into broader business-development leadership based on performance.

Key Responsibilities and Accountabilities

• Contribute to the RTS growth strategy and build a qualified pipeline of strategic federal environmental opportunities with focus on contracts valued at $15M or greater.
• Own assigned pursuits from early identification and qualification through capture, proposal development, negotiation and award.
• Shape opportunities before solicitation release by developing a thorough understanding of customer missions, priorities, funding, acquisition strategies, evaluation criteria and procurement timelines.
• Develop and execute comprehensive capture plans, customer engagement strategies, competitive assessments, teaming strategies, win themes, discriminators and price-to-win approaches.
• Translate APTIM’s technical capabilities, operational strengths and past performance into differentiated, customer-focused solutions.
• Assemble and lead cross-functional pursuit teams comprising operational, technical, contracts, legal, pricing, estimating and proposal resources.
• Lead opportunity qualification and governance reviews, presenting clear recommendations regarding competitive position, probability of win, required investment, resource needs and bid strategy.
• Build and maintain productive relationships with federal customers, industry partners, small-business teammates and internal account and operational leaders.
• Monitor federal market conditions, customer priorities, competitors, acquisition trends and emerging technologies and translate that intelligence into actionable pursuit strategies.
• Maintain accurate pipeline information, capture milestones, pursuit investments, forecasts and action plans in APTIM’s customer relationship management system.
• Manage multiple pursuits with urgency and discipline, communicate progress clearly and escalate barriers and resource requirements early.
• Capture lessons learned from wins and losses and apply them to improve future qualification, capture and proposal efforts.
• Represent APTIM at customer meetings, industry events, conferences and partner engagements when those activities support account and capture objectives.

Required Qualifications

• Bachelor’s degree or an equivalent combination of education and directly relevant experience.
• At least 10 years of combined experience in federal contracting, project delivery, client engagement, business development or capture management, including at least five years directly supporting or leading federal captures or strategic pursuits.
• Experience in federal environmental investigation, remediation, engineering, construction and technical services.
• Familiarity with one or more relevant environmental programs or disciplines, including CERCLA and RCRA, and experience with a variety of environmental contaminants including PFAS, VOCs, metals, and radiological.
• Experience pursuing work for the Department of War, USACE, NAVFAC, AFCEC, EPA, DOE or other federal environmental customers.
• Demonstrated experience leading opportunities through multiple stages of the federal acquisition lifecycle, from early qualification and shaping through proposal submission, negotiation and award.
• Experience capturing IDIQ vehicles, MATOCs, SATOCs, competitive task orders, competitive stand-alone contracts, or similarly complex federal procurements.
• Demonstrated use of a disciplined capture process encompassing opportunity qualification, capture planning, customer and competitive analysis, win-strategy development, decision gates and color-team reviews.
• Experience leading cross-functional teams that include proposal, technical, pricing, estimating, contracts, legal and operational personnel.
• Ability to develop persuasive written and oral presentations, influence diverse stakeholders and brief senior decision-makers.
• Sound business and financial judgment, including experience evaluating pursuit investments, pricing considerations, contract risk and potential return.
• Willingness to travel for customer, partner and pursuit activities.

Strongly Preferred Qualifications

• Formal Shipley capture training or APMP certification.
• Demonstrated capture wins involving federal opportunities of meaningful size and complexity.
• Direct experience with EPA, including familiarity with the Remedial Acquisition Framework.
• Professional registration or another relevant environmental, engineering or technical credential.

Success will be measured through the quality and progression of the qualified pipeline, strength of pre-solicitation positioning, forecast reliability, capture execution, proposal conversion and contract awards.

As of the date of this posting, a good faith estimate of the current pay range for this position is $135,000 - $200,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
