Job Description

Role: Capture Manager (VA / Federal Health)

Location: 100% Remote/Travel

Job Description: Seeking a Capture Manager to support the VA / Federal Health with the following: Bring their relationships and expertise within the federal space to extend relationships with existing clients. Establish and maintain existing pipeline efforts to capture those opportunities and build a team that can scale these efforts. Experience supporting federal healthcare agencies, including primarily the Department of Veterans Affairs (VA) and Defense Health Agency (DHA). Lead the pursuit strategy for an opportunity throughout its lifecycle and then lead and/or coordinate all post-qualification gate reviews, pre-RFP activities, proposal color reviews, pricing, and final proposal submission.

DUTIES AND RESPONSIBILITIES:

Essential Duties: Develops and executes capture plans for new business opportunities, including lead generation and response management, in collaboration with the Business Development and Proposal teams. Responsible for the strategic development of existing and new customers through partnership and collaboration with business operations and executive management. Develops and maintains relationships with potential partners and key influencers inside and outside of Civil, Military, and Veteran Health Agencies; identifies and qualifies opportunities that align with company goals and capabilities. Ability to assist in developing a technology- and customer-focused solution with specific emphasis on, but not limited to, the Federal medical and healthcare sectors. Build and maintain a comprehensive understanding of the competitive landscape in the government contracting industry, conduct competitive analysis and price-to-win assessments, and develop capture strategies and win themes to inform bid strategies. Lead capture efforts from qualification through to proposal submission, build and maintain a robust pipeline of opportunities, and work collaboratively with the Proposal Manager and Business Development team to develop winning proposals. Demonstrate the ability to develop and maintain relationships with key stakeholders and partners, lead efforts to increase support of the missions of Federal Health, and ensure continuous improvement of capture processes. Work collaboratively with business and technology to understand the impact of customer priorities on new or emerging business opportunities and provide regular updates to senior management on capture efforts and progress toward targets.

Other Duties: Travel unassisted up to 30% per year, via common carrier and/or personal automobile.

SECURITY AND PRIVACY DUTIES AND RESPONSIBILITIES

Individuals working will be subject to security and privacy requirements as explained in HIPAA, FedRAMP, and NIST 800-53. Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training. The preceding functions are examples of the work performed by employees assigned to this job classification. QUALIFICATIONS:

Skills:

Required: Providing guidance and leadership to capture teams, including Proposal Managers and Subject Matter Experts, to ensure they deliver high-quality, compliant proposals, and participate in post-submission debriefs to identify areas for improvement. Understanding of VA, DHA, and HHS (NIH, CDC, CMS, etc.) technical environments, protocols, and constraints. Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Proven track record of winning IT opportunities in Federal Agencies. Excellent communication skills, including the ability to communicate effectively with stakeholders at all levels of the organization.

Education:

Required: Bachelor's degree in IT, Computer Science/Engineering, or any related technical field.

Years of experience in a similar role: Required: 7+ years of experience in capture management, business development, and demonstrated analytic and technology experience.
