Job Description
Summary
This position is located at the Clement J. Zablocki VA Medical Center, Milwaukee, WI, within the Primary Care Division, and oversees Compensation and Pension, Employee Occupational Health, and Environmental Health. The C&P, EOH, and Environmental Nurse Manager is the designated first-line supervisory authority, is responsible and accountable for the operation of their assigned units, and provides coverage for other NMs as needed.
Duties
The NM oversees the day-to-day clinical and operational functions, provides leadership to Compensation & Pension, Employee Occupational Health (EOH), and Environmental Health, to ensure health services are delivered efficiently and in compliance with regulatory requirements. The NM has fundamental experience with the situations in which they are ultimately expected to perform, integrating theoretical concepts, basic critical thinking skills, and technically skilled practice. The NM is responsible and accountable for the direction and supervision of specific orientation, training, development of staff, and evaluation of individual staff performance. Responsibilities also include troubleshooting employee/program issues, coordinating services, training staff, monitoring compliance with OSHA, VA, and other regulatory standards while maintaining policies, procedures, and electronic health systems, and managing clinical workflows. Serves as a subject matter expert and organizational representative on multidisciplinary committees and workgroups. Oversees document management and record compliance. The NM functions as a role model, educator, practitioner, and supervisor providing leadership to the team. Enhance care outcomes by collaborating with members of the interdisciplinary team to remove barriers and implement new evidence-based cutting-edge programs/processes.

Adheres to ethical principles in decision-making, fostering accountability at personal, organizational, and staff levels. Equips staff with tools for competent care and promotes an environment of accountability for high-quality, cost-effective outcomes. Promotes alliances across the care continuum, building trust through active listening, engagement, and emotional intelligence. Participates in the development and care delivery models and environmental design, ensuring evidence-based, accessible, affordable, and equitable patient care. Ensures compliance with accreditation and regulatory standards. Aligns nursing/clinical objectives with organizational strategic outcomes, participating in strategy planning and execution. Promotes a workplace positively to achieve the organization's vision and mission.

Requirements
Conditions of employment U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Applicants who refuse to be tested will be denied employment with VA. Selective Service Registration is required for males born after 12/31/1959. Subject to background/security investigation. Effective May 7, 2025, driver's licenses or state-issued identification cards that are not REAL ID compliant cannot be utilized as an acceptable form of identification for employment. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). You may be required to serve a probationary period. Qualifications
Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

Physical Requirements:
The physical and mental status of the NM should enable them to perform their duties under normal and emergent conditions. The evaluation of an individual's ability to perform efficiently and without hazard to self or others will encompass a composite consideration of physical, mental and emotional ability as related to realistic requirements for the duties and responsibilities to be assumed.

The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.) The Commission on Collegiate Nursing Education (CCNE), located at 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level.
