The Office of Juvenile Affairs (OJA) was established in 1995 following the Oklahoma Legislature's passage of the Juvenile Reform Act, which designated OJA as the state's official juvenile justice agency. The same legislation introduced the Youthful Offender Act, aimed at ensuring accountability for serious and habitual juvenile offenders aged 15 to 17. A seven-member governing board was formed, with members appointed by the Governor subject to Senate approval, to oversee the agency's management of statewide juvenile affairs. In 1996, OJA satisfied federal court requirements to resolve a major lawsuit, marking the start of a new phase defined by innovative programs, greater community engagement, and stronger collaboration with the judiciary.
