Employment Type: Full-Time

Work Authorization: U.S. Citizenship required. Candidates must be eligible to obtain and maintain an HSPD-12 credential and successfully complete a Federal background investigation. Candidates with a current, favorably adjudicated MBI investigation, Public Trust, or higher Federal security clearance are strongly encouraged to apply, as an existing adjudication may expedite the credentialing process. Preference will be given to candidates who are able to begin the HSPD-12 credentialing process immediately upon contract award.

Job Summary

WINTrio LLC is seeking an experienced Program Manager to support a Federal Government program delivering cloud-native enterprise data management, AWS platform operations, data engineering, governance, and analytics solutions. The successful candidate will serve as the primary interface with Government stakeholders, providing overall program leadership, contract administration, Agile delivery management, executive reporting, stakeholder engagement, and risk management.

Job Responsibilities

  • Serve as WINTrio's primary Program Manager and Government point of contact.
  • Lead overall contract execution, program planning, and day-to-day operations.
  • Develop and maintain the Integrated Master Schedule (IMS), project milestones, dependencies, and resource planning.
  • Coordinate Data Engineers, Data Operations Specialists, Data Architects, and Data Governance personnel across multiple technical workstreams.
  • Lead Agile planning sessions, backlog refinement, sprint planning, sprint reviews, retrospectives, and executive status meetings.
  • Manage program risks, issues, assumptions, dependencies, and mitigation activities.
  • Prepare executive briefings, monthly status reports, dashboards, and performance metrics.
  • Coordinate transition planning, knowledge transfer, and operational readiness activities.
  • Ensure contractual deliverables meet quality, schedule, and Federal compliance requirements.
  • Foster continuous improvement through lessons learned, stakeholder feedback, and operational health reviews.

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Project Management, or a related discipline, or equivalent professional experience.
  • Minimum 10 years of Program or Project Management experience supporting Federal Government technology programs.
  • Experience leading enterprise cloud, data management, analytics, infrastructure, or digital transformation initiatives.
  • Demonstrated experience managing multidisciplinary technical teams.
  • Experience leading Agile software delivery and enterprise technology programs.
  • Experience developing executive reports, Integrated Master Schedules, risk registers, and governance documentation.
  • Strong communication, leadership, stakeholder management, and problem-solving skills.
  • Experience supporting Federal Government or other regulated environments.
  • U.S. Citizenship required.
  • Ability to obtain and maintain an HSPD-12 credential and successfully complete a Federal background investigation.
  • Candidates with a current, favorably adjudicated MBI investigation, Public Trust, or higher Federal security clearance are strongly preferred.

Work Environment

Remote within the United States. Standard business hours Monday through Friday. Occasional travel may be required to support customer meetings, planning sessions, or program reviews. Occasional after-hours support may be required during production releases or critical operational events.
