The Prince George's County Housing Authority is currently seeking qualified individuals to fill a Program Manager-Inspections (Community Developer 4A), grade A27 position within the Housing Authority/Housing Choice Voucher Division. This is a supervisory level position that performs a wide range of duties including supervision of professional, technical, and administrative staff in the management and administration of operations of the Housing Choice Voucher Program with direct oversight of the Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections.
The program manager is responsible for ensuring assisted units meet federal housing requirement; rents are reasonable; landlords receive consistent and professional engagement, and all work is done in compliance with federal, state, and local regulations. The program manager performs management analyses and provides recommendations on administrative, programmatic, and budgetary areas of complex and technical nature to the Program Director. The incumbent is responsible for program administration to include inspection scheduling, workflows, and maintenance of relationships with property owners to support program success and housing stability.
The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.
Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Master's degree in Business or Public Administration, Social Services, Sociology, Psychology, or a closely related field. Three (3) years of progressively responsible professional technical, analytical and developmental work experience in housing programs with a least one (1) year in a lead/supervisory role. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for supervisory experience.
Certification as Housing Inspector or NSPIRE Inspector EACH APPLICANT MUST INCLUDE INFORMATION WHICH CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.
