Opportunity awaits! We are seeking a Database Engineer to join our team! This position ensures that ODHS data infrastructure is secure, reliable, efficient, and scalable, enabling high-quality reporting, advanced analytics, and self-service BI capabilities.

The position plays a critical role in transforming complex transaction data into well-structured data warehouse models, including star schemas and semantic layers, that support agency-wide decision-making and equity-focused outcomes. The Database Engineer will also contribute to the modernization of ODHS data infrastructure, including the migration from traditional on-premises data warehouse environments to the Snowflake cloud data platform.

The position functions as a technical expert within the ODHS Data Office and collaborates closely with BI developers, data engineers, data analysts, database administrator professionals, and external partners to design, develop, and implement integrated data solutions. This includes supporting cloud data migration, workflow automation, data modeling, data governance, security, and other strategic initiatives that advance ODHS's mission through data-driven insights.

Summary of Duties

As a Database Engineer, you will:

• Collaborate directly with ODHS program business partners to understand business processes, workflows, data needs, and reporting requirements. This may include observing or shadowing program staff to understand how work is performed and how data is created, captured, and used.
• Translate business processes and requirements into conceptual data models and develop logical and physical data models that accurately represent business needs and support enterprise reporting and analytics.
• Design, develop, and implement Power BI semantic models based on business requirements and enterprise data models. Work closely with business partners and BI developers to ensure semantic models accurately represent business definitions, measures, relationships, and reporting needs while providing secure, governed, and reusable data for reporting and self-service analytics.
• Identify and integrate data from multiple sources and design data solutions optimized for performance, scalability, reliability, security, and ease of use.
• Design, develop, and maintain data solutions across on-premises SQL Server and cloud-based Snowflake environments, including supporting the migration and modernization of existing data warehouse solutions.
• Establish and document standards for role-based access control (RBAC), encryption, data masking, metadata management, data lineage, data documentation, and other data governance and security practices.
• Apply data warehouse and database best practices for indexing, partitioning, clustering, performance, scalability, reliability, and cost effectiveness.
• Troubleshoot complex database and data warehouse issues and recommend scalable and cost-effective solutions.
• Collaborate with DBAs, data engineers, BI developers, reporting teams, business partners, and leadership to design and implement data solutions that meet organizational and reporting needs.

Minimum Qualifications

Six (6) years of information systems experience in: Experience analyzing business processes and data requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing governed semantic models to support enterprise reporting, analytics, and self-service business intelligence;

OR An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND; four (4) years of information systems experience in: Experience analyzing business processes and data requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing governed semantic models to support enterprise reporting, analytics, and self-service business intelligence;

OR A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: Experience analyzing business processes and requirements and translating them into conceptual, logical, and physical data models; designing and implementing data warehouse solutions; and developing and implementing semantic models to support enterprise reporting, analytics, and self-service business intelligence.

OR Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Essential Attributes

We are looking for candidates with:

• Advanced experience designing and developing enterprise data warehouse solutions using SQL Server, Snowflake, or similar relational and cloud data platforms.
• Experience designing and implementing ETL/ELT workflows and data integration solutions using SQL, Azure Data Factory, Python, or similar technologies.
• Experience analyzing business processes and requirements and translating them into conceptual, logical, and physical data models, including dimensional models and star schemas.
• Experience designing, developing, and implementing Power BI semantic models, including relationships, measures, DAX, and row-level security (RLS), in collaboration with business partners and BI developers.
• Experience applying data governance, security, metadata, data lineage, performance, and DevOps practices to enterprise data solutions.
• Strong communication, collaboration, and knowledge-sharing skills, including the ability to work directly with business partners, explain technical concepts, mentor peers, support onboarding, and help resolve complex technical issues.

Working Conditions

This position generally works a standard work week that may involve irregular work hours at times of contract development and budget implementation and rebalancing. Infrequent travel throughout the state may be required. Occasional travel is required for this position. Employees must be able to report to the Salem office when training, business needs, or operational requirements necessitate on-site participation.
