ORGANIZATIONAL CONTEXT:

United Nations World Food Programme (WFP) is the world's largest humanitarian organization addressing hunger and food insecurity. WFP's mission is to help achieve Zero Hunger by ensuring that vulnerable populations have access to adequate, safe, and nutritious food. Every day, WFP works globally to support people affected by conflict, disasters, climate shocks, and economic crises, with particular attention to women, children, and other vulnerable groups.

Purpose/Background:

WFP operations in Yemen take place in a highly complex, volatile, and high-risk environment. Protracted conflict, economic decline, climate-related shocks, and limited access to essential services continue to drive widespread humanitarian needs. Around half of Yemen’s population faces acute food insecurity, as inflation, reduced household purchasing power, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). The incumbent will report directly to the Head of Programme at the Field office and will be responsible for the following tasks and responsibilities.

Tasks and Responsibilities:

  • Support the preparation of distribution plans, coordinate with cooperating partners, and facilitate cash-based transfers (CBT) or in-kind relief activities.
  • Monitor in-kind distributions, tracking dispatches, commodity accounting, and daily distributions to support monthly reconciliation and expense recognition.
  • Conduct monitoring missions to ensure that the right entitlements go to the right beneficiaries. Monitor pre-screening on the project site and sensitize the beneficiaries on entitlements, beneficiary selection criteria, and WFP’s objectives.
  • Closely work with CO and other units on cooperating Partner Distribution Reports (CPDRs) clearances and follow up with Cooperating Partners on submission of monthly progress report as well as follow up on the Partner’s payments.
  • Facilitate effective collaboration by exchanging information with internal counterparts and cooperating partners to support project implementation and monitoring.
  • Liaise with Strategic Outcome Managers, Supply Chain, Finance and CP Management units to resolve discrepancies in distribution and reconciliation data.
  • Assist in preparing reports, presentations, and documentation for internal and external stakeholders.
  • Regularly follow up with partners on stock balances, and expiry dates, guide CPs on distributions, and obtain reports as required.
  • Follow up on the Community Feedback Mechanisms (CFM) cases and ensure that all cases are closed on time.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and use the required resources to support the affected population at the onset of crisis. This includes implementation of Rapid Response Mechanism (RRM).
  • Attend all relevant cluster meetings including FSAC coordination meetings at the field level and ensure WFP is represented.
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Liaise with local authorities, cooperating partners (CPs), Country Office units, and relevant WFP teams to plan, coordinate, and support the implementation of targeting, registration, verification, and prioritization activities, ensuring transparency, accountability, and adherence to WFP policies and procedures.
  • Collaborate with internal units and external stakeholders to support operational requirements, resolve technical issues, and mainstream gender, disability inclusion, protection, and accountability considerations across all targeting and registration activities.
  • Contribute to the development and delivery of tools, methodologies, training materials, and capacity-building initiatives for WFP staff, cooperating partners, and field teams, ensuring consistent application of approved targeting and registration standards and approaches.
  • Conduct field monitoring visits and remote follow-up, as required, to assess implementation quality, review partner performance, support issue resolution, and ensure compliance with operational, technical, and programmatic requirements.
  • Oversee Targeting and registration activities under the Field office and provide technical support to partners to ensure timely completion of project.
  • Provide technical and analytical support for beneficiary verification, database review, data cleansing, validation, harmonization, reporting, and performance monitoring to facilitate evidence-based decision-making and Programme effectiveness.
  • Support the design, implementation, and monitoring of sensitization and communication activities; follow up on feedback and complaints mechanisms, including hotline and monitoring cases, ensuring timely resolution and accountability to affected populations.

Qualifications and Experience:

Education:

Completion of secondary school education OR University degree (Diploma/Bachelor) in Social Sciences, International Development, Business Administration, or a related field.

Experience:

Minimum 6 years of experience, composed of a minimum of 4 years in programme activities within humanitarian or development contexts.

Knowledge & Skills:

  • Deep understanding of neutrality, humanity, independence, and impartiality in aid delivery.
  • Familiarity with WFP programs like General Food Distribution (GFD), School Feeding, Livelihood and Nutrition.
  • Awareness of how Cash-Based Transfers (CBT) and In-Kind food distribution’s function.
  • Knowledge of Yemen's regional dynamics, security challenges, and local government structures.
  • Strong ability to liaise smoothly with local NGOs, community leaders, and field teams.
  • Ability to compile clear, factual project performance reports under tight deadlines.
  • Mastery of Excel or database software to track distributions and register beneficiaries.
  • Understanding of WFP targeting and registration processes, especially in Yemen.
