ORGANIZATIONAL CONTEXT:

United Nations World Food Programme (WFP) is the world's largest humanitarian organization addressing hunger and food insecurity. WFP's mission is to help achieve Zero Hunger by ensuring that vulnerable populations have access to adequate, safe, and nutritious food. Every day, WFP works globally to support people affected by conflict, disasters, climate shocks, and economic crises, with particular attention to women, children, and other vulnerable groups.

Purpose/Background:

The Programme Associate (School Feeding) will support the technical implementation and management of WFP’s school feeding and Home-Grown School Feeding (HGSF) activities in Yemen. The role will help ensure these activities align with WFP global policies, country strategic priorities, and national government objectives, contributing to improved food security, education outcomes, and child nutrition. Reporting to the Programme Officer at the Field Office, the incumbent will undertake the following duties and responsibilities.

Key Responsibilities:

  • Operational Execution: Lead daily school feeding operations, managing the distribution under School Feeding programme to optimize nutrition and daily attendance for primary school students.
  • Stakeholder Alignment: Collaborate closely with the Office of Educations and School Feeding focal points at respective governorate and districts, implementing partners, and community leaders to integrate school feeding operations with national educational and nutritional strategies.
  • Information Management: Track and enforce the timely submission of monthly distribution reports from cooperating partners, ensuring prompt, accurate data entry into core WFP corporate platforms including COMET.
  • Field Monitoring & Compliance: Conduct regular, structured site visits to targeted schools to systematically evaluate program quality, assess food safety protocols, and ensure strict compliance with WFP operational guidelines.
  • Accountability and Monitoring: Liaise with Country Office and Field Office M&E units to track, investigate, and systematically resolve program-related complaints, ensuring timely closure of all feedback loop cases.
  • Strategic Development: Co-design and launch the Home-Grown School Feeding (HGSF) initiative under the Marib Field Office, partnering with the Ministry of Education and other partners to systematically link local agricultural production with school meal supply chains.
  • Local Market Integration: Coordinate with the Food Systems team to build a sustainable farm-to-school pipeline, establishing contacts with smallholder farmers to supply fresh food directly to school health kitchens.
  • Knowledge Management: Support evidence-generation initiatives by systematically capturing, analyzing, and documenting operational lessons learned and best practices to inform future school feeding strategies and program scaling.
  • Inter-Agency Representation: Participate actively in joint school baseline assessments, field monitoring missions, and Education Cluster meetings to ensure school feeding activities align with broader humanitarian response strategies.
  • Information Synthesis: Prepare comprehensive school feeding progress reports, high-level donor briefs, and actionable quantitative inputs for the Field Office weekly management reports to maintain operational transparency.
  • Partner Oversight: Support the operational management and strategic oversight of cooperating partners executing school feeding activities, ensuring strict compliance with WFP delivery protocols and timeline benchmarks.
  • Technical Guidance: Deliver continuous capacity-building initiatives and operational toolkits to local education actors and cooperating partners, ensuring all Marib Field Office school feeding activities comply with WFP programmatic frameworks.

Qualifications and Experience:

Education:

Completion of secondary school education OR University degree (Diploma/Bachelor) in Social Sciences, International Development, Business Administration, education or a related field.

Experience:

Minimum of 6 years of experience composed of a minimum of 4 years in programme activities including school feeding within humanitarian or development contexts.

Knowledge & Skills:

  • Deep understanding of neutrality, humanity, independence, and impartiality in aid delivery.
  • Familiarity with WFP programs like School Feeding, Livelihood and Nutrition.
  • Strong ability to liaise smoothly with local NGOs, Government, community leaders, and field teams.
  • Ability to compile clear, project performance reports under tight deadlines.
  • Communication skills: Excellent oral and written communication.
  • Computer skills: Proficient in Microsoft Word, Excel, and PowerPoint.
  • Coordination skills: Organize meetings, prepare and conduct consultations at community, administrative, and professional levels.
  • Planning skills: Resource planning and management.
  • Contextual understanding: Good knowledge of the education system and context in Yemen.
