ORGANIZATIONAL CONTEXT:

These jobs are part of Global Headquarters (GHQ) and/or Country Offices (COs). They report to the Director, Chief, Information Technology Officer or designate.

At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

BACKGROUND AND PURPOSE OF THE APPOINTMENT:

The WFP Country Office in Yemen based in Aden procures a wide category of food and non-food items ranging from fuel, IT and telecommunication equipment to a wide range of services. These goods and services are critical in keeping WFP’s operations running in the most challenging environments.

The Procurement Associate will report to the Procurement Officer and will be responsible for carrying out procurement activities to support the acquisition of food, goods and services required for WFP operations in Yemen.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Perform operational coordination and administrative procurement activities in support of procurement processes, ensuring the timely and efficient acquisition of food commodities, goods and services in compliance with WFP rules, regulations, policies and procedures.
  • Support procurement planning activities by liaising with requisitioning units to consolidate requirements, monitor procurement pipelines, and contribute to the timely implementation of procurement plans.
  • Conduct market research and supplier assessments to identify potential sources of supply, support vendor registration and contribute to maintaining a competitive, diverse, and reliable supplier base in accordance with WFP Supplier Relationship Management policies.
  • Prepare, compile, and distribute procurement documentation, including RFQs, ITBs, RFPs, bid evaluation reports, and contract award recommendations, ensuring adherence to established procurement procedures and timelines. Prepare and present procurement cases to the Purchase and Contracting Committee.
  • Support supplier negotiations on pricing, delivery schedules, and contractual terms and conditions to achieve best value for money while ensuring fairness, transparency, and accountability throughout the procurement process.
  • Prepare Purchase Orders, contracts, amendments, and other procurement related documentation for review and approval by the Head of Procurement and Procurement Authority, and process procurement transactions in the ERP system.
  • Maintain and update procurement databases, vendor records, contract trackers, and filing systems to ensure accuracy, completeness, accessibility, and compliance with reporting and audit requirements.
  • Provide guidance to requisitioning units and other stakeholders on procurement processes, documentation requirements, procurement planning and contract management matters.
  • Contribute to continuous improvement initiatives by identifying process efficiencies, promoting best practices, and supporting the implementation of procurement systems and tools.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary education, post-secondary certificate or diploma. Bachelor’s Degree in Procurement, Supply Chain, Social Sciences, or any other related field.

Experience:

Minimum 6 years of experience, composed of a minimum of 4 years in procurement function and 2 years in related field.

Knowledge & Skills:

Good knowledge and understanding of Microsoft Office, ERP (SAP based applications). Knowledge of UN procurement is an advantage.

Languages:

English - Arabic.
