ORGANIZATIONAL CONTEXT:

These jobs are part of Global Headquarters (GHQ) and/or Country Offices (COs). They report to the Director, Chief, Information Technology Officer or designate. At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To coordinate the effective delivery of Logistics Telecommunications Cluster (LTC) services as a provider of last resort, facilitate inter-agency services on demand, and support the unit’s digital transformation activities in close coordination with relevant business units to improve processes and service delivery.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Plan, assess, establish, relocate, maintain and support LTC sites and related services in line with humanitarian operational requirements, field priorities and applicable technical standards.
  • Coordinate the installation, maintenance and delivery of LTC services at supported locations, ensuring efficient resource utilization, compliance with standard operating procedures and timely resolution of operational issues.
  • Liaise with LTC partners, service providers and relevant operational stakeholders to support coordinated service delivery, identify training needs, facilitate information sharing and contribute to partner engagement.
  • Support LTC project coordination, reporting, procurement, funding inputs and information-management activities, including meeting support, action-point follow-up, hub-level data consolidation and preparation of operational updates.
  • Assist in coordinating digital transformation initiatives across the Yemen CO and field offices, identifying opportunities to streamline manual processes and improve service delivery through fit-for-purpose digital solutions and automation.
  • Engage with business units to map existing processes, document requirements, identify bottlenecks and propose simplified, standardized and automated workflows that improve efficiency, transparency and accountability.
  • Support the configuration, development and integration of digital platforms, applications and automation solutions that enable secure, efficient and user-focused business operations.
  • Assist in testing, deploying and monitoring digital and automated solutions, using performance data and user feedback to identify issues, assessing benefits and recommending corrective actions and enhancements.
  • Support the application of WFP standards, policies, procedures and security controls to digital transformation and process automation initiatives, including access management, data protection, system resilience, documentation and corporate compliance.
  • Support change management, user training and capacity-building activities by preparing guidance materials, facilitating user acceptance and promoting effective adoption of digital tools and automated business processes.
  • Coordinate with business units, technical teams, service providers and other stakeholders throughout the automation lifecycle to validate requirements, facilitate solution design and testing, manage dependencies and align deliverables with operational needs.
  • Support continuity planning for critical digital solutions and automated business processes, including data availability, backup arrangements, recovery procedures and rapid restoration during operational disruptions.
  • Assist the Digital Transformation Officer in prioritizing automation opportunities; redesigning workflows; developing, testing and deploying fit-for-purpose solutions; and maintaining process documentation, performance indicators and improvement plan to demonstrate measurable business value.

STANDARD MINIMUM ACADEMICS QUALIFICATIONS:

Education:

Completion of secondary education, post-secondary certificate or diploma in Information Technology, Computer, Science, Telecommunications, Information Systems, or related fields.

Experience:

Minimum 6 years of experience, composed of a minimum of 4 years in IT operations, technical support, networking, telecommunications, or systems administration and 2 years in any related field.

Has experience analysing service management results and development service enhancement recommendations.

Has participated in business process re-engineering efforts and identified service management improvements.

Has experience participating in country office procurement/budgeting process.

Adequate knowledge and practical use of the EasyVista Service Desk tool is desirable.

Language:

English-Arabic.
