Program Director, Tribal Epidemiology & Public Health Infrastructure (TECPHI)

The Epidemiology Program Director serves as a senior-level epidemiologist responsible for carrying out a broad and complex range of applied epidemiologic and programmatic activities related to public health surveillance, data systems, program evaluation, and the prevention of disease and injury. This role provides leadership and oversight for the Tribal Epidemiology Center Public Health Infrastructure (TECPHI) program, including the core award, maternal mortality supplement, and overdose supplement, ensuring alignment across program activities, staff, and reporting requirements. Specific public health topics will depend on the objectives of the grant and the unique needs of each community we serve. Working under limited supervision and in coordination with the Epidemiology Center Director, the Program Director provides advanced epidemiologic leadership in the design, implementation, and evaluation of community-initiated and community-driven projects using a community-based participatory research (CBPR) approach; provides expertise in epidemiologic methods and data collection strategies; and leads or oversees complex analyses and interpretation of findings. This position requires demonstrated experience in applied epidemiology, public health program leadership, supervision of staff, and managing complex, grant-funded initiatives. Day trips and overnight travel throughout Michigan, Minnesota, and Wisconsin is a part of the position and is important for building relationships with the communities we serve. The Program Director will lead the TECPHI grant in our Madison, Wisconsin or Green Bay, Wisconsin office.

Principal Duties

Responsibilities include managing the planning, implementation, and evaluation of assigned Program workplan and project activities. The Program Director will coordinate leadership activities with the Director of the Great Lakes Tribal Epidemiology Center (GLITEC) and ensure alignment across program priorities, staff, and deliverables. Working as a member of the program administrative team, this role will use advanced epidemiological, analytical, research, project management and relationship management skills to lead priority work plan activities, including program assessment, planning, implementation, reporting, and evaluation. The position requires the ability to manage multiple complex projects and partnerships simultaneously while maintaining high-quality deliverables and compliance with funder expectations. Daily attendance is an essential function of this position. Frequent travel is required to meet the needs of the position.

Responsibilities

• Manage the planning, implementation, and evaluation of assigned grant funded program workplan activities, including but not limited to TECPHI grant funded core award, maternal mortality supplement and overdose supplement.
• Develop and maintain strong, strategic partnerships with Tribal governments, communities, and organizations throughout the Bemidji Area and nationally to ensure effective communication flow and dialogue between all partners.
• Contribute to ongoing strategic planning, budgeting, and program support to ensure the successful development and implementation of projects and programs.
• Lead or oversee the gathering, analysis, and interpretation of epidemiologic, clinical, and public health data to inform policy, systems, and environmental change recommendations. Develop and implement accurate robust reporting and evaluation mechanisms to assess program effectiveness, measure outcomes, and inform continuous quality improvement.
• Conduct or oversee environmental scans, trends analyses, data management, and quantitative and qualitative research activities.
• Support communications through conference calls, meetings, written briefs, publications, events, newsletters, and website features.
• Work with program staff to plan and implement program events, meetings, trainings, conferences, and webinars.
• Provide technical assistance for Tribes in strategic planning, assessment implementation, evaluation of activities, strategies.
• Engage Tribal leaders and partners in promoting culturally grounded, evidence-based practices to address chronic and acute conditions and to promote good health and wellness.
• Actively participate in task teams, working groups, and other joint policy and program initiatives.
• Oversee contracts, subawards, and consultant activities as needed to perform program implementation.
• Prepare, review and forward reports according to CDC other funder requirements.
• Provide leadership, guidance, and coordination to program epidemiology and evaluation staff to support work plan implementation. Work with GLITC Director to provide overall program leadership, coordination, and advisement.

• Maintain a working knowledge of all grants and programs of the department.
• Engage in networking activities to remain current in the availability of epidemiological and other heath data resources available to AI/AN within the service area.
• Ensure all services are delivered in a culturally responsive and community-informed manner.
• Participate on committees outside and within the organization.
• Attend all training sessions and meetings as scheduled.
• Attending conferences and training to stay current on advances in the field and obtain new skills.
• Participate in research projects as designated by the Director.
• Perform other duties as necessary to fulfill the responsibilities of this position.

Compensation:

This is a full-time exempt position based on skills and experience, with a pay range of $70,000 – $75,000 annually. This position is located in our Green Bay, Wisconsin office. This position is not a remote position. The position includes the following benefits: paid time off (PTO) in the form of annual and personal leave; paid holidays; insurance benefits including health, dental, life insurance, accidental death, and dismemberment (AD&D) insurance, short-term (STD) and long-term (LTD) disability insurance; health savings account (HSA), flexible spending account (FSA), and 401(k) retirement plan. When traveling for work, eligible expenses are reimbursed based on GSA rates. Drug and background check is required before hire.

Work is performed in an office environment with minimal exposure to injury. This is not a remote position. This position requires bending and being able to lift up to 15-20 pounds. Regular work hours are normally Monday through Friday from 8 a.m. to 4:30 p.m. with a minimum of 40 hours per week. There will be some variation in working hours and demand due to special projects, deadlines, travel, and other responsibilities. The central office is in Lac du Flambeau, Wisconsin, with other offices in Ann Arbor, Michigan; Grand Rapids, Michigan; Minneapolis, Minnesota; Green Bay, Wisconsin; and Madison, Wisconsin. Again, this is not a remote position. This is a full-time, in-office position, and the expectation is to be available for in-office work. This position requires travel to attend industry, community, and program-related activities.
