Travel is occasional. Must possess a valid driver's license and must maintain required care insurance.

Minimum Qualifications:

Master’s degree and three years of professional experience OR a Bachelor’s degree and four years of professional experience OR an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education. No substitution will be allowed for the required professional supervisory, managerial, consultative or administrative experience.

Job Responsibilities:

This Community Living, Aging & Protective Services (CAP) position is assigned responsibilities involving the direction or supervision of all Provider Relations activities related to Medicaid Services Unit (MSU) programs on a statewide basis. This position requires advanced leadership, strategic planning, regulatory expertise, and problem-solving skills. The workload is highly complex and fast-paced, requiring continuous oversight of programs, accountability for program outcomes, and decisions that directly affect service access, compliance, and the health and well-being of vulnerable program participants statewide.

• Manages all operational functions of assigned areas (Provider Relations -Professional Development, Provider Certifications and Service Plan Authorization-SPA), ensuring adherence to process standards and timelines.
• Chair and ensure the routine operational functions of the Provider Relations Units and Violation Review Committee-VRC are performed within both time and quality performance standards.
• Develops/improves standardized processes, monitoring tools, etc., to support assigned units in meeting performance goals.
• Supervises the resolution of service issues pertaining to Members, Providers and other interested parties, through professional and timely communication to ensure all matters are addressed.
• Works with other members of the MSU Leadership Team to monitor current Provider issues and Member concerns.
• Ensures all performance measures assigned to the Unit are met and that all issues are remediated appropriately;
• Recognizes trends in performance measure progress and proactively addresses necessary improvements.
• Maintains working knowledge of Oklahoma Administrative Code, the ADvantage Waiver (document), Centers for Medicare and Medicaid (CMS) HCBS rules and internal business rules and processes.
• Develops and/or modify rules and regulations specifically related to the Conditions of Provider Participation rules and Service Standards and other assigned duties; and Plans and collaborates with the MSU Leadership and Management Teams in the development of effective standards and policies within federal and state regulations and guidelines to promote efficient delivery of services to stakeholders.
