Job Summary

Involves analytical studies on a variety of policies, projects, programs and issues in support of a function, research initiative, program and / or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development, administration, management and implementation; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services to department administrators and other stakeholders.

This position is expected to follow a flexible work arrangement. While the current expectation is generally one day per week on-site, on-site presence may be adjusted based on business needs and operational priorities.

RESPONSIBILITIES

DUTIES & ESSENTIAL JOB FUNCTIONS

Identify the functions or tasks that employees in the job perform. The essential functions should state the purpose of the work and the results to be accomplished, rather than how the function is performed. Of the tasks listed, what percentage of time is devoted to each? The more time employees spend on a function, the more likely it is that the function is essential. • 45% - Develops scope of work, project work plans, budgets, and reports for project requirements including communicating project status, managing learning events, and facilitating groups.
• 15% - Develops and executes on in-person convenings, learning events, and other technical assistance. Provides strategy development for organizational or research initiative.
• 15% - Conducts pre- and post-implementation analysis to determine the need for further enhancements, finer distinctions and / or additional process / policy components / issues which are complex in nature.
• 15% - Researches and drafts complex proposals, reports, briefings, and executive summaries. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.
• 10% - Develops proposals and recommendations to guide and support a broader strategic direction for the organization or initiative. Write, edit, and revise funding proposals and represent programs and services to the public.

QUALIFICATIONS

Required Qualifications:

• Intermediate knowledge of business computer application programs. (Microsoft Office – Excel, Word, PowerPoint, Outlook, OneNote) – minimum 2 years applying skills in a graduate or professional setting.
• Strong communication and interpersonal skills to communicate effectively, both verbally and in writing – minimum 2 years applying these skills in a graduate or professional setting.
• Ability to use discretion and maintain all confidentiality.
• Analytical / problem-solving experience.
• Skills in analyzing, researching and synthesizing data for preparing relevant proposals / analyses / reports. – minimum 2 years applying these skills in a graduate or professional setting.
• Ability to multi-task with demanding timeframes.
• Experience and knowledge on organizing meeting and events.
• Strong project and program management skills/techniques – minimum 2 years applying these skills in a graduate or professional setting.

Preferred Qualifications:

• Knowledge of project management software (Microsoft Project, Smartsheet, Qualtrics, etc.)
• Experience in managing multi-year programmatic budgets.
• Experience with vendor procurement and management.
