With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, the Contract Manager performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and grant and contract management activities within the Family Support Services (FSS) division. The Contract Manager provides leadership and support in grant and contract management by participating in contracting activities such as contract and amendment development, budget oversight and fiscal accountability, contract funding allocation decisions, continuous quality improvement activities, contract monitoring, and other contract management activities that meet FSS goals and objectives. This position is responsible for large scale project management and implementation for grants and contract management work within FSS. Responsible for completing analysis of grantee and contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to grantee and contractor performance. Aids and recommends contract actions for enforcement of the terms and conditions of the assigned FSS grant or contract, including any escalation of issues to FSS leadership.
The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the FSS and the grantees or contractors. The Contract Manager is the liaison between grants/contractors, program staff, and procurement teams. Responsible for implementing goals and objectives; developing contract management and fiscal accountability guidelines, processes and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures. May oversee the work of others. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions:
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of state procurement and contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management. Skill in the use of a computer and applicable software. Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; and to communicate effectively. Ability to oversee and/or supervise the work of others.
Registration or Licensure Requirements: Certified Texas Contract Manager (CTCM) must be obtained within the first year of employment.
Initial Selection Criteria: Experience managing Human Services grants and contracts. Certified Texas Contract Manager (CTCM) is preferred.
