The WBG Business Integrity Office (BIO) recently launched as a specialized legal advisory function across the WBG in private sector and non-sovereign operations, i.e., projects and transactions. This includes three areas: 1) “integrity” – corruption, fraud, economic sanctions, litigation, criminal activity/history, politically exposed persons, opaque ownership structures, etc. – any of which can affect the integrity of a WBG project, or adversely impact the WBG’s reputation as the preeminent development organization; 2) anti-money laundering and countering the financing of terrorism (AML/CFT), and 3) international tax policy and tax good governance (collectively, “Business Integrity”).

WBG BIO advises operations teams, management and the Board on the assessment and mitigation of Business Integrity matters. The WBG Business Integrity Office was formulated by consolidating some and enhancing other pre-existing functions that handle Business Integrity matters within the WBG. The creation of WBG BIO is part of a broader effort to establish a unified Business Integrity management framework for WBG investment and advisory activities.

What You'll Be

The successful candidate will serve as a Business Integrity Risk Officer with responsibility for AML/CFT matters, and will serve as the WBG BIO AML/CFT lead for MIGA and for one designated region for IFC, to be assigned based on the selected candidate’s experience. This includes assessing whether client financial institutions and other financial intermediaries have effective AML/CFT frameworks and controls to address money laundering and terrorist financing (ML/TF) risks in their operations, and ensuring that relevant WBG institutions maintain robust AML/CFT programs and controls to manage ML/TF risks in their own corporate operations. The role will also support the design and implementation of capacity-building initiatives to help financial institutions strengthen governance and improve their ability to manage and mitigate ML/TF risks.

What You’ll Do

Reporting to the Head of IDD and AML/CFT, you will:

AML/CFT Advisory

  • Provide independent AML/CFT advice to transaction teams on key ML/TF risks affecting clients, partners, and transactions across WBG private-sector investment and advisory operations.
  • Serve as the WBG BIO AML/CFT lead for MIGA and IFC projects in one designated region.
  • Conduct gap assessments of financial institution clients’ AML/CFT controls to confirm alignment with applicable laws, international standards, and industry best practices, and assess effectiveness of implementation.
  • Test and evaluate client IT systems and monitor processes supporting AML/CFT compliance (e.g., CDD, UBO, SAR processes), including thresholds, calibration, and tuning.
  • Assess clients’ inherent ML/TF risk based on geography, products and services, customer base, and distribution channels.
  • Develop, monitor and track remediation action plans to address identified AML/CFT control deficiencies.
  • Develop policies, guidelines, and tools to strengthen and streamline AML/CFT due diligence processes.
  • Participate in crisis management teams to address AML/CFT incidents or control deficiencies in portfolio clients.

Corporate AML/CFT Program

  • Further develop and implement the AML/CFT framework of relevant WBG institutions, addressing both external and internal ML/TF risks.
  • Conduct institution-wide ML/TF risk assessments and advise on internal controls to mitigate identified risks.
  • Respond to AML/CFT-related inquiries from external stakeholders, including donors, correspondent banks, syndication partners, and securities underwriters.

Capacity Building, Training and Outreach

  • Work on the development and implementation of AML/CFT capacity building initiatives to raise awareness of ML/TF risk and to promote adherence to AML/CFT international standards and industry best practices.
  • Deliver engaging workshops, e-learnings, trainings and related tools for both internal and external stakeholders at all levels, with a concentration on MIGA audiences and of the designated region for IFC.
  • Work on fund raising activities to obtain funds to financing capacity building programs and implement all the administrative tasks related to the approval and administration of trust funds.
  • Develop and execute training programs for WBG BIO and for client departments globally on the above subject matters.
  • Develop and maintain relationships with stakeholders across the WBG, multilateral and development banks that invest in emerging markets and other external stakeholders on the above subject matters.
  • Work with governmental agencies, banking associations, and other entities on building market capacity for AML/CFT in in emerging markets, not restricted to WBG clients.

Selection Criteria

  • Master’s degree, with 8 to 10 years of experience advising on AML/CFT-related matters.
  • Strong knowledge of AML/CFT laws and regulations, industry best practices, and international standards, including FATF Recommendations and Wolfsberg Group guidance.
  • Experience working on AML/CFT matters in emerging markets.
  • Deep understanding of prevalent ML/TF typologies in emerging markets and the practical challenges financial institutions face in managing financial crime risk in those environments, with an emphasis on low capacity markets.
  • Proven experience conducting independent assessments of the adequacy and effectiveness of AML/CFT programs at financial institutions in emerging markets.
  • Demonstrated ability to design and implement AML/CFT frameworks and controls, including conducting ML/TF risk assessments.
  • Relevant private-sector experience and/or experience within an international financial institution (IFI) focused on AML/CFT.
  • Experience with cross-border/international business transactions.
  • Ability to develop and implement innovative solutions to complex challenges.
  • Ability to synthetize complex information and make concrete strategic and tactical recommendations.
  • Excellent interpersonal skills demonstrating strong teamwork and collaboration, with a demonstrated track record as a team member on complex projects and programs.
  • Ability to communicate ideas clearly and confidently, and credibly represent the WBG Business Integrity Office with clients and stakeholders, including at the management level.
  • Strong client relationship management skills, including the ability to develop and maintain mutually beneficial stakeholder relationships and ensure timely and appropriate follow-up.
  • Strong organizational skills, with an ability to work under pressure, in unstructured situations, and in case of unexpected events; agility to respond to shifts in client priorities while ensuring delivery.
  • Strong sense of accountability and capacity to work effectively in a multi-disciplinary environment.
  • Excellent written and oral communication in English; proficiency in French is strongly preferred.
