Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Support Directorate is responsible for providing LANDCOM with organizational structures, personnel, logistics, communications and information systems and base support.

The G6 Cyberspace Division plans and monitors the provision of communication and information services by the NATO CIS Agency (NCIA) to LANDCOM, it also plans and executes Communications and Information Systems infrastructure and defensive cyberspace operations.

The Data Scientist (AI) is responsible for managing all data and data-related functions, enabling LANDCOM to make data-driven decisions. This includes managing data strategies, analytical processes, governance procedures, data protection requirements, and information dissemination.

Principal Duties

The incumbent's duties are:

• Prioritizing data security and privacy
• Enhancing real-time analytics capabilities
• Establishing a robust data governance framework
• Scaling cloud and hybrid solutions
• Accelerating AI and machine learning integration
• Building a data-driven culture
• Adopting emerging technologies
• Supporting internal and external analysts, helping to maintain the Agency’s data stores and tools to process, analyse and learn from this data;
• Executes processes and procedures related to data engineering, including those for data pipelines;
• Supports the maintenance of the Agency’s data lakes, implementing updates and working with system owners to ensure data is available for analysis;
• Contributes to the design and updates to the Agency’s data lakes, and data science approaches, in conjunction with the data science team and Service Line analysts;
• Contributes to the machine learning initiative across the Agency with suggestions for ML approaches and implementation, including the processing of training data and performance assessment of machine learning techniques on datasets;
• In conjunction with the Data Science Team, manage and update the Agency toolset for data analysis;
• Contributes to new/modifications to data science toolsets and metrics, and to machine learning toolsets and metrics.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

The incumbent may be required to undertake operation deployments in support of military operations and exercises and/or TDY assignments both within and without NATO's boundaries. Such operational requirement may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a Normal NATO office working environment.

Essential Qualifications

a. Professional/Experience

(1) Data Engineering

Designing, building, operationalizing, securing and monitoring distributed data infrastructures. Data engineers are managing, optimizing, overseeing and monitoring data retrieval, storage and distribution as well as preparing data for analytical or operational use to enable data driven decision-making. The identification of data sources, processing concepts and methods and their translation into a coherent design, with a particular emphasis on security and compliance; scalability and efficiency; reliability and fidelity; and flexibility and portability. Data infrastructures (pipelines and stores) must be compatible with the overarching IT architectures, and adhere to legislative and corporate policies. Data engineers harvest both structured and unstructured data sets from different sources systems; integrating, consolidating and cleansing data; and structuring and storing it for use for predictive analytics, machine learning and data mining purposes. Data engineering requires a solid conceptual understanding of Data architecture, data models, relational and non-relational database design, query execution and optimization, artificial intelligence, machine learning models and logical operations.

Skill Level (Enable)

Designs data pipelines and stores using appropriate modelling techniques following agreed architectures, design standards, data engineering patterns and methodology. Identifies and evaluates alternative design options and trade-offs. Creates multiple design views to address the concerns of the different stakeholders and to handle both functional and non-functional requirements. Builds reference data sets and models, simulates or prototypes the behaviour and quality of proposed data engineering solutions to enable approval by stakeholders. Delivers and maintains data engineering solutions. Reviews, verifies and improves own designs against original requirements.

Experience

At least four years’ experience in data engineering and CIS systems design at a major CIS company.

(2) Enterprise IT governance

The establishment and oversight of an organization’s approach to the use of Information systems and digital services, and associated technology, in line with the needs of the principal stakeholders of the organization and overall organizational corporate governance requirements. The determination and accountability for evaluation of current and future needs; directing the planning for both supply and demand of these services; the quality, characteristics, and level of IT services; and for monitoring the conformance to obligations (including regulatory, legislation, control, and other standards) to ensure positive contribution of IT to the organization’s goals and objectives.

Four years’ experience in the determination of current and future CIS needs and in monitoring the performance of CIS systems in a large organization.

b. Education/Training

University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research, information technology, information systems engineering, business administration, quality engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

a. Professional Experience

Experience (5-10 years) leading major Information and Communication Technology (ICT) transformation programs at the senior executive management level, involving leading and managing change in a dynamic technical organization. Such experience should encompass:

• Managing and overseeing the lifecycle of data, including collection, storage, and dissemination
• Establishing and implementing data strategies and procedures
• Managing data governance to avoid data breaches and ensure compliance with data protection laws
• Ensuring the safe collection and dissemination of data according to data protection laws and governance policies
• Using data analytics to uncover any gaps or inconsistencies
• Implementing data analytics systems to learn about customer behaviour and industry trends
• Reporting data to support data-driven decisions
• Using business analytics tools to analyse and understand data

• Personal Attributes: Leadership: Incumbent should have either military command experience at the Battalion or higher level, or have executive experience of equivalent level in the civilian sector. Leadership experience should be in a training, technology or service organization and be values based.

Professional Contacts: The incumbent is expected to have frequent and purposeful engagement with ACO, ACT, NCIA and NFS elements which will be critical to job performance.

Contribution To Objectives: The incumbent will have cross directorate impacts to the pursuit of and completion of objectives, tasks and missions. By having direct and frequent engagement with the COS and all DCOS, they will be ideally informed and positioned to synchronize efforts and preempt divergent efforts.

a. Allowances
