Job Description

Manage the design across the healthcare portfolio within Healthcare & Education Assets throughout the full project lifecycle—from initial briefing through to final as‑built documentation. Provide authoritative oversight of the Lead Design Consultants and conduct rigorous technical reviews to ensure all design outputs align with approved development briefs, operator requirements, and organisational objectives. Ensure designs comply with all relevant regulatory standards and guidelines, incorporate robust Safety in Design principles, deliver demonstrable value for money, and support high‑quality, buildable, and operationally effective project outcomes.

  1. Management: Manage and direct the design consultant teams to ensure the design evolves in line with project requirements and the approved program, while confirming that all activities are carried out in accordance with their contractual obligations.
  2. Program and Scheduling: Develop and manage all internal and external stakeholders in alignment with the approved program to ensure milestone dates are met and project delivery remains on schedule.
  3. Construction: Ensure the design delivered by the Lead Design Consultant is fully buildable and safe to construct. Assess contractor‑initiated design changes for viability, coordination, compliance with relevant standards and guidelines, and alignment with the project brief, operator requirements, and QIC expectations.
  4. Procurement: Development of the design consultant scope of works and input into Contractor scope of works where design responsibilities are applicable. Scopes to define project and technical requirements across all disciplines and align with approved procurement strategies.
  5. Designing to a budget: Ensure the design is effectively managed to budget by identifying and evaluating value engineering opportunities while maintaining required performance criteria, specifications, design intent, buildability, quality outcomes, and full regulatory compliance.
  6. Design Approvals: Lead and manage the design approval process in accordance with QIC and project requirements, ensuring all necessary endorsements are secured from relevant internal and external stakeholders in a timely and coordinated manner. Oversee the integration of all approved design changes to maintain alignment with development briefs, regulatory obligations, and organisational objectives. Provide strong governance and oversight to ensure that the approval pathway is transparent, well documented, and effectively managed, supporting high-quality, compliant, and buildable design outcomes.
  7. Risks management: Provide proactive leadership in identifying, assessing, and managing design related risks, ensuring robust mitigation measures are implemented across compliance, coordination, program, quality, approvals, stakeholder engagement, and buildability. Ensure risks are systematically tracked, communicated, and resolved to support informed decision-making and deliver compliant, coordinated, and constructible design outcomes aligned with organizational objectives.
  8. Safety in Design: Lead, coordinate, and monitor all Safety in Design activities across the project lifecycle, including facilitating and tracking formal SiD workshops to ensure design outputs meet required safety, operational, and quality standards for construction, operationalization, and maintenance. Provide strong governance to ensure SiD inputs are fully integrated, documented, and actioned in alignment with organizational safety expectations and regulatory obligations.
  9. Coordination: When undertaking technical reviews of the design provided by the design consultant team, ensure documents are fully coordinated across disciplines with scope clearly identified and defined, while aligning with project brief and performance specifications unique to healthcare facilities.
  10. Stakeholder management: Collaborate with internal and external stakeholders to ensure expectations are clearly communicated, requirements are incorporated into the design, timely direction is provided, and all necessary approvals are secured.
  11. Compliance: Ensure all activities are executed in accordance with QIC policies, processes, systems, and reporting requirements, maintaining the highest standards of organizational compliance.
  12. Governance and reporting: Uphold robust governance frameworks, ensuring adherence to all compliance, audit, and reporting obligations, and providing clear, accurate, and timely project reporting to executive stakeholders.

Bachelor qualification in Architecture, Building, Construction, Engineering or Quantity Surveying
Registered Engineer/Architect (optional)
15+ years of relevant professional working experience
