Description To manage the research, planning, coordination, and provision of expert regulatory licensing advice to the Electricity Control Board (ECB) on compliance and performance on the Namibia Electricity Supply Industry (ESI) relative to identified regulatory instruments and license conditions. Additionally, managing consumer and stakeholder affairs, overseeing research and statistics, and providing support in other areas relevant to the position.
Requirements Minimum Educational Qualification (NQF Level) Relevant Honours Degree in Engineering disciplines An MBA (Finance, Leadership, Oil & Gas or other relevant areas) or a Master’s Degree in Engineering or Energy-related qualifications, including Oil & Gas, at NQF Level 9. Registration with the Namibian Engineering Council or equivalent body.
Minimum Experience Required Ten (10) years’ relevant experience, of which five (5) years should have been at middle management level. Added advantage An Executive Management/Leadership Development Programme Certification would be an added advantage. A Valid Driver’s License (Code B).

KEY PERFORMANCE AREAS 1. Strategic Leadership Participate in the strategic planning and execution process of ECB as a full member of the executive team. Monitor and evaluate the departmental performance against strategic- and operational plans. Provide a holistic view of the current business environment, the future direction, and the initiatives required to migrate to the desired future environment. Oversee the development, review, and implementation of all relevant policies, procedures, and protocols. Monitor that process are performing against agree-on performance and conformance goals; provide reports and feedback.
2. Energy Regulation and Efficiency · Oversee the effective technical and economic regulation of energy operations, promoting the efficient and sustainable use of energy resources. · Develop and implement Hydrocarbons regulatory frameworks as envisaged in NERA Bill · Drive initiatives to enhance electricity supply efficiency, aligning with industry standards and regulatory requirements. · Enhance technical regulatory frameworks by leading continuous improvement efforts and collaborating with legal teams for updates. · Foster compliance by engaging internal departments and building external stakeholder relationships for efficient and sustainable energy practices. · Develop and implement strategies promoting sustainable energy use, collaborating with marketing teams for effective communication. · Monitor electricity supply efficiency through robust systems, utilizing key performance indicators to track and analyze performance. · Recommend and implement innovative technologies to improve electricity supply efficiency, working closely with engineering teams to ensure regulatory alignment.
3. Stakeholder Relations Maintain network with Government, and related regional and international organisations. Provide stakeholders relations management with all Finance and Corporate stakeholders. Responsible for maintaining financial related information sharing with all relevant stakeholders. Oversee customer service and relation management for all stakeholders. Attend relevant management meetings, divisional meetings, and technical meetings, as well as other ad hoc meetings. Stay informed about technological, economic, social, and political developments in the ESI locally and globally, continuously updating practices through workshops, conferences, networking, and professional development activities.
4. Budget Management Compile and motivate an annual divisional budget. Submit the annual Divisional budget to the CEO / Board for approval. Account for prudent financial management of the Division and oversee the proper execution of the financial and budget activities in line with delegations of authority framework; to fund operations, maximize investments, and increase efficiency. Oversee the compliance of procurement and expenditure in terms of relevant policies and procedures. Develop and prepare funding proposals and reports against project and programme-based budgets. Analyse the variances of monthly reports and implement cost-saving initiatives.
5. People Management Oversee that staff is sufficiently trained, that annual training needs assessments are conducted. Communicate the divisional goals, operational instructions, policies, procedures, and regulations to subordinates. Establish performance standards, assign tasks, monitor progress, and take corrective action when necessary to ensure optimum performance. Oversee staff adherence to HR systems and procedures with regard to performance assessments, discipline, and grievances. Establish a coaching culture and provide strategic and policy inputs to the CEO. Oversee the implementation of an appropriate succession plan for the department. Accountable for the human resources climate of this division. Advise on most suitable problem solving regarding the function. Oversee implementation of Personal Development Plan (PDP).
6. Tariff Methodology Enhancement and Licensee Compliance Oversee the development and implementation of updated tariff methodologies, ensuring alignment with industry standards and regulatory requirements. Drive initiatives to enhance tariff structures and monitor and enforce compliance with these structures by licensees within ECB. Lead comprehensive reviews of existing tariff methodologies to identify areas for enhancement and alignment with industry best practices. Collaborate with relevant teams to formulate and implement updated tariff structures that reflect regulatory requirements and promote fair pricing practices. Offer expert guidance to licensees on the interpretation and application of updated tariff methodologies, ensuring clarity and compliance. Implement robust systems for monitoring licensee compliance with the updated tariff structures, utilizing key performance indicators and regular assessments. Conduct periodic compliance audits to assess the adherence of licensees to the updated tariff structures, identifying any deviations and implementing corrective measures.
7. Budget Management Compile and motivate the annual budget and submit it for approval to the Executive: Legal and Regulatory Affairs. Manage the execution of the budget in line with the delegations of authority framework. Provide inputs to the departmental head regarding additional funds required, funding proposals, and budget variances. Report on the status of the budget at required intervals.
8. Stakeholder Engagement Attend relevant management meetings, divisional meetings, and technical meetings, as well as other ad hoc meetings. Maintain strong relationships with internal and external stakeholders. Provide operational advice to all stakeholders. Participate in relevant stakeholder forums. Collaborate with all relevant industry stakeholders and disseminate relevant information. Stay informed about technological, economic, social, and political developments in the Energy Supply Industry (ESI) locally and internationally, recommending changes, and contributing to the team's efforts to achieve results.
9. Adherence to Safety, Health, and Environmental aspects Formulate comprehensive safety protocols, ensuring alignment with industry standards and regulations, and oversee their effective implementation across all operational areas. Regularly conduct safety audits and inspections to assess compliance with safety, health, and environmental guidelines, identifying areas for improvement and implementing corrective measures. Develop and deliver safety training programs for employees, contractors, and stakeholders, emphasizing adherence to safety, health, and environmental aspects. Formulate and implement robust emergency response plans to address potential safety, health, and environmental incidents, ensuring a timely and effective response to mitigate risks. Stay abreast of safety, health, and environmental regulations, and update organizational practices accordingly to ensure continuous adherence and compliance with evolving standards.
10. Improved Security and Quality of Electricity Supply Evaluate and implement advanced security measures for the electricity supply infrastructure, ensuring protection against potential threats and vulnerabilities. Regularly assess the reliability of the electricity supply system, identifying weak points, and implementing improvements to enhance overall quality and dependability. Introduce and oversee the implementation of cutting-edge monitoring technologies to enhance real-time tracking of electricity supply parameters, identifying and resolving issues promptly. Formulate and enforce stringent quality standards for electricity supply, ensuring compliance with regulatory requirements and maintaining high-quality service for consumers. Collaborate with engineering and operations teams to identify opportunities for infrastructure upgrades that enhance security measures and contribute to the overall improvement of electricity supply quality.
11.
