Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) supports the transformation of agrifood systems to be more efficient, inclusive, resilient and sustainable, contributing to better production, better nutrition, a better environment and a better life for all. In Cambodia, FAO supports the Royal Government in strengthening food security, sustainable agriculture, forestry, fisheries, and natural resource management.
Under the project “Scaling up Mainstreaming Gender and Social Inclusion under UNFCCC Processes”, FAO is supporting Cambodia to strengthen the integration of gender equality and social inclusion into climate change and biodiversity policies, strategies and planning processes. The project focuses on strengthening the evidence base, promoting gender-responsive methodologies and indicators, enhancing institutional capacities, and supporting the implementation and monitoring of gender-responsive actions under national frameworks, including the NDC 3.0, National Adaptation Plan (NAP), and National Biodiversity Strategy and Action Plan (NBSAP).
To support these efforts, FAO seeks to recruit a Technical Expert (Gender, Climate Change and Biodiversity) to provide technical assistance to relevant government institutions, particularly the Ministry of Environment and its Gender Mainstreaming Action Group (GMAG), in strengthening gender-responsive climate and biodiversity policies, monitoring frameworks, and institutional capacities.
Reporting Lines
The Technical Expert (Gender, Climate Change, and Biodiversity) will work under the overall supervision of FAO Representative (FAOR) in Cambodia, the direct supervision of the Assistant FAO Representative (Programme) or relevant Programme Advisor, and the technical supervision of the responsible Lead Technical Officer, in consultation with the Government of Cambodia focal points within the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Environment (MOE).
Technical Focus
- Gender mainstreaming in climate change and biodiversity policies (NDC, NAP, NBSAP)
- Integration of gender into AFOLU sector planning and reporting
- Gender-responsive data, indicators, and methodologies for climate and biodiversity
- Capacity development for government and stakeholders on gender-responsive planning
- Institutional strengthening of MoE Gender Mainstreaming Action Group (GMAG)
Tasks and responsibilities
- Refine and validate the review of national climate change and biodiversity policies, including the NDC 3.0, NAP, NBSAP, and CCCSP, from a gender equality and social inclusion perspective.
- Contribute to the policy brief development summarizing key findings and recommendations for strengthening gender mainstreaming in climate change, biodiversity, and agrifood sectors.
- Support the Programme Advisor to give inputs to the Gender Mainstreaming Action Group (GMAG) on gender-responsive methodologies, indicators, and data requirements for monitoring climate change actions.
- Review existing gender-sensitive methodologies, indicators, and data collection tools developed by FAO and other partners and indicate how these may be used by the government partners.
- Refine the capacity needs assessment and identify institutional capacity gaps related to gender-responsive climate action.
- Review and strengthen training materials on gender, climate change, biodiversity, and agrifood systems.
- Contribute to the capacity development approaches and learning methodologies.
- Contribute to the facilitation of stakeholder consultations to validate findings and recommendations.
- Support technical discussions on gender mainstreaming in climate change and biodiversity policies and programmes.
- Support the Programme Advisor to advise GMAG on technical content, lessons learned, and good practices for climate change-related knowledge sharing and awareness raising.
- Provide technical inputs to project implementation, monitoring, reporting, and coordination.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University or technical degree in development studies, social sciences, environmental studies, or a related field, combined with demonstrated expertise in gender mainstreaming and gender policy analysis and development
- At least 10 years of relevant experience in gender mainstreaming, social inclusion, climate change, biodiversity, or agriculture
- Working knowledge (level C) of English
- National of Cambodia or resident of the country with valid work permit

- Ability to:

Selection criteria:
- Strong project management and coordination skills, with the ability to plan, implement, and monitor multi-stakeholder activities effectively
- Strong technical expertise in gender mainstreaming, gender analysis, and social inclusion, particularly in climate change, biodiversity, and agrifood policies and programmes
- Good knowledge of monitoring and evaluation (M&E) systems and results-based management (RBM) approaches
- Proven experience in:
- Supporting government institutions and/or UN agencies
- Policy integration and analysis
- Capacity building and training delivery
- Organizing and facilitating workshops and stakeholder consultations
- Familiarity with UNFCCC processes and frameworks (e.g., NDCs, NAPs, NBSAPs) is an advantage.
