1 MISSION OF THE DEPARTMENT

WWF-Cambodia is part of WWF Asia Pacific Region, WWF International and has been working in Cambodia since 1990s to conserve the country’s biodiversity and build a secure and sustainable future for people and wildlife. WWF works with government, industry and civil society partners to ensure that Cambodia’s forests, rivers and wildlife are protected and conserved for all. We aim to support the country in realizing their shared vision of a poverty-free and ecologically-rich.

WWF globally works to initiate, accelerate, and sustain the transition to efficient, renewable, and sustainable energy systems all over the world. To achieve these goals, we work to redirect investment towards non-hydro renewable energy, to demonstrate renewable and energy efficiency solutions in practice, to help communities and businesses access renewable energy, and to ensure sustainability and fairness of the transition.

The WWF Energizing Communities and Conservation (ECCo) programme aims to accelerate the transition to sustainable energy by tackling the interconnected challenges of rising energy demand for cooling and the need for renewable energy sources. It seeks to cut greenhouse gas emissions and combat the climate crisis by promoting the combined use of energy-efficient cooling solutions and rooftop solar photovoltaic (PV) power, particularly in tropical countries.

Furthermore, Energizing Communities and Conservation works closely with and expands upon the foundation laid by the Upfront initiative, applying clean energy solutions not just in offices but also within communities and businesses located in WWF's priority conservation landscapes. The WWF Energizing Communities and Conservation (ECCo) programme aims to accelerate the transition to sustainable energy by tackling the interconnected challenges of rising energy demand for cooling and the need for renewable energy sources. It seeks to cut greenhouse gas emissions and combat the climate crisis by promoting the combined use of energy-efficient cooling solutions and rooftop solar photovoltaic (PV) power, particularly in tropical countries.

2 MAJOR FUNCTIONS

The Senior Energy Programme Officer will support implementation of workstreams of the WWF ECCO initiative, including technical support to company offices on their solar systems. They will support WWF’s climate resilience work, particularly focusing on solar energy, and energy efficiency. They will engage stakeholders from the education sector, government and private sector, ensuring effective project administration and reporting, and leading technical initiatives, including studies and training on energy and water stewardship.

3 MAJOR DUTIES AND RESPONSIBILITIES

Technical support to on sustainable energy

Advise WWF offices and partners on implementation of solar PV solutions. This may include:

• Design assessment of solar potential (e.g. roof size, load profile, potential energy savings)
• Advise on technology options, finance solutions and identify potential suppliers
• Review offers from solar energy companies
• Advise during implementation of project
• Advise companies and cities on implementation climate-friendly cooling solutions
• Analyse current energy management practices
• Suggest energy management solutions
• Advise on technology options (e.g. more efficient appliances)
• Support implementation of training courses
• Design training documents on energy efficiency
• Identify and contract trainers and consultants for these training courses
• Provide technical inputs to training, where appropriate

2. Reporting, Financial Management & Administration:

Tracking WWF’s solar projects around the world through a monitoring tool. Proactive support and management of these installations. Contributing to project budgets, including internal development and monitoring with partners. Drafting and coordinating internal administrative aspects, including Technical Progress Reports (TPRs) and consultant management, in collaboration with WWF Cambodia’s monitoring and evaluation professionals, and WWF donor offices. Supporting procurement processes efficiently in collaboration with WWF Administration and Finance teams. Supporting compilation joint annual reports, integrating partner feedback.

3. Stakeholder Engagement & Policy engagement:

Attending meetings (offline and online) with relevant stakeholders (associations, ministries, NGOs) to promote the program. Communicating the project as a collaborative initiative to potential funders, including support to proposal writing. Working with governments on policy engagement activities. Organising meetings and stakeholder consultations. Following policy developments (including reading and translating important policy documents).

4. Communication, Outreach & Knowledge Dissemination:

Supporting the development of communication materials and events. Creating technical briefs, summaries guidebooks and playbooks on emerging technologies. Research and report writing. Representing organization and the project on the events etc.

4 PROFILE

Required Qualifications.

A university degree in science, engineering or relevant study. At least 3 years of implementing energy and environment related projects. Experience working on solar technology preferred. Experience working on education and TVET programmes desired. Experience on NGO reporting, technical progress reports, financial budgets desirable.

Required Skills and Competencies.

Ability to think strategically and creatively. Sound knowledge of sustainable energy technologies, particularly solar PV and energy management. Knowledge of water-related issues a strong asset. Experience in relationship management. Good communication skills in both written and spoken English essential and critical. Reading, writing and speaking Khmer also preferred. Strong problem-solving skills needed to produce results in a challenging environment. Ability to work proactively and effectively with various stakeholders and mobilize their active participation towards the project goals. Ability to operate independently and with limited supervision in a fast-paced environment. Ability to react swiftly and in a timely fashion to opportunities to advance the project objectives. Sound knowledge of Cambodia’s political, economic and social contexts an advantage. Adheres to WWF’s values, which are: Knowledgeable, Optimistic, Determined and Engaging.
