Position Summary
The Contract Maintenance Manager (CMM) serves as the senior on-site manager responsible for the overall performance, administration, coordination, and daily execution of Operations and Maintenance (O&M) services supporting the 36th Medical Group at Andersen Air Force Base, Guam.
Essential Duties and Responsibilities
Contract & Facility Operations Management
- Provide overall management and supervision of contract O&M activities supporting the Andersen AFB 36th Medical Group facilities.
- Exercise full authority to act for the Contractor on matters relating to daily task order operations.
- Direct and coordinate preventive maintenance, unscheduled maintenance, emergency maintenance, repairs, service orders, and facility management support activities.
Preventive Maintenance Management
- Manage execution of the facility's preventive maintenance program for Real Property Installed Equipment (RPIE), building systems, and associated infrastructure.
Unscheduled & Emergency Maintenance
- Direct the Contractor's response to routine, urgent, and emergency maintenance requirements.
Government & Customer Coordination
- Serve as the primary Contractor representative for day-to-day coordination with the COR and Facility Manager.
DMLSS-FM / LogiCole & Work Management
- Provide management oversight of the DMLSS-FM/LogiCole computerized maintenance management system.
Reporting & Documentation
- Oversee preparation and submission of all required operating records, reports, correspondence, and contract deliverables.
Quality Management
- Maintain management responsibility for ensuring work complies with the Contractor's approved Quality Control Plan (QCP).
Safety & Environmental Compliance
- Support implementation of the Contractor's Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and safety program.
Emergency & Contingency Responsibilities
- Remain reachable by company cellular telephone 24 hours per day, 7 days per week, 365 days per year for emergency situations.
Security & Government Property
- Maintain accountability and control of Government-issued facility keys and access devices.
Required Qualifications
- Be technically qualified in the field of Healthcare Facilities Management.
- Possess a minimum of three (3) years of experience in business occupancy medical facility operations and maintenance.
Preferred Qualifications
- American Society for Health Care Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) certification.
Duty Hours & Availability
The CMM shall be physically onsite during the facility's normal duty hours, currently Monday through Friday, 0800–1700, excluding Federal holidays, unless otherwise coordinated with the Facility Manager.
Supervisory Responsibilities
The CMM provides overall operational leadership and management oversight for Contractor personnel and subcontractors supporting the task order.
Key Personnel Status
The Contract Maintenance Manager is designated as Key Personnel under the OMEE task order and must be an employee of the Prime Contractor.
Physical & Work Environment Requirements
Ability to routinely inspect mechanical rooms, utility spaces, rooftops, equipment areas, and active maintenance work locations.
Position Objective
The primary objective of the Contract Maintenance Manager is to ensure safe, reliable, compliant, and cost-effective operation and maintenance of the Andersen AFB 36th Medical Group facilities while maintaining uninterrupted support to the healthcare mission and meeting or exceeding all contractual performance requirements.
