What you'll do

The Compliance & Tax Manager will be responsible for ensuring that CrossBoundary Energy's (CBE DRC) activities in the DRC are conducted in full compliance with applicable tax, statutory and corporate requirements. The role will provide hands-on ownership of CBE DRC's tax compliance obligations, including tax filings and payments, statutory registrations, audits and inspections, and engagement with relevant government authorities where applicable.

Primary Responsibilities

A. Tax Compliance & Management

  • Own CBE DRC's in-country day-to-day tax compliance obligations, including corporate income tax (CIT), VAT, payroll-related taxes, withholding taxes, parafiscal taxes and other applicable taxes and levies.
  • Work with the central finance team to reconcile all returns and declarations to the general ledger, invoices, payroll records, customs documentation and proof of payment.
  • Maintain and update CBE DRC's comprehensive tax compliance tracker and ensure all declarations, filings and payments are completed accurately and on time. Ensure the tracker expressly covers, where applicable, obligations involving DGI, DGRAD, DGDA, ANSER, ARSP, ARE and relevant national or provincial ministries.
  • Coordinate with CBE DRC's local advisors to prepare and/or review tax returns, tax calculations, reconciliations and supporting documentation.
  • For DRC contracts and invoices, explicitly assess who is legally liable, who bears the economic cost, whether withholding applies, and whether the amount is recoverable or passed through to the offtaker.
  • Monitor tax assessments, liabilities and payments with CBE DRC's local fiscal advisors and ensure appropriate accruals and provisions are reflected in CBE DRC's annual financial forecast.
  • Identify potential tax risks and recommend appropriate mitigation measures.
  • Support CBE's growth ambitions in assessing the tax implications of new projects, contracts, transactions and business arrangements.
  • Monitor available tax incentives, exemptions and preferential regimes and support applications where appropriate.
  • Maintain complete and accurate tax records and documentation.
  • Produce a monthly tax compliance certification and rolling forecast of tax payments, provisions, contingent exposures and potential penalties.

B. Tax Audits & Government Engagement

  • Coordinate and manage tax audits, inspections and control missions conducted by DRC tax and government authorities.
  • Act as the primary internal point of contact for tax-related interactions with relevant authorities, including the DGI, DGRAD and other applicable government bodies.
  • Coordinate responses to queries, notices, assessments and requests for information from authorities.
  • Track audit findings, agreed actions and outstanding tax matters through to resolution.
  • Work with external tax advisers and legal counsel where specialist advice or representation is required.
  • Where advisers disagree, prepare a concise internal position paper identifying the competing interpretations, quantify the exposure and escalate the matter for a documented decision.
  • Maintain a central register of tax audits, disputes, assessments and potential exposures.
  • Log every government notice, inspection or site visit immediately; confirm its legal basis and deadline; coordinate responses through approved Legal/Finance/ABC channels; and track it through closure.
  • Conduct a root-cause review after every audit, penalty, missed deadline or unexpected fiscal exposure and embed the lesson into the compliance process.

C. Tax Compliance Framework & Internal Controls

  • Conduct periodic tax compliance reviews and identify gaps or areas of potential exposure.
  • Identify potential tax compliance risks and advise management on required actions.
  • Maintain a tax compliance risk register and track mitigation actions.
  • Develop practical processes to ensure tax compliance is embedded into day-to-day business operations.
  • Promote a strong culture of tax compliance, accountability and ethical conduct across the organisation.

Required Qualifications & Experience

Essential:

  • Bachelor's degree in Accounting, Finance, Tax, Law, or a related discipline (Master's preferred).
  • Minimum 5–8 years' relevant professional experience in tax, compliance, finance, legal or regulatory affairs.
  • Strong experience with the DRC tax and regulatory environment (particularly for companies located in Haut Katanga and Lualaba).
  • Demonstrated experience managing tax filings, audits, assessments and government inspections.
  • Experience working with DRC government authorities and regulators.
  • Strong understanding of corporate and statutory compliance requirements.
  • Experience in a multinational company, infrastructure, energy, mining or other regulated industry is highly desirable.
  • Fluency in French and English.
  • Ability to interpret French-language legislation and administrative orders and prepare clear English management summaries.
  • Experience with DRC tax and parafiscal matters (i.e. working with DGI, DGRAD, DGDA, ARE and/or relevant sector ministries).
  • Experience managing external tax and legal advisers.

Preferred:

  • Professional qualification such as CPA, ACCA, CA, CIMA or equivalent.
  • Legal qualification.
  • Experience in the energy, power, infrastructure or mining sector.
