Job Title: Proposal Writer (Consultant)

Job Description

We are seeking a highly skilled and detail-oriented Proposal Writer to support the development of compelling, compliant, and persuasive proposals for government, commercial, and institutional clients. The Proposal Writer will work closely with subject matter experts, business development professionals, project managers, and leadership to develop high-quality responses to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), Statements of Qualifications (SOQs), and other competitive solicitations. The ideal candidate is an exceptional writer and editor who can translate complex technical and environmental information into clear, compelling, and client-focused content while managing multiple deadlines in a fast-paced environment.

Responsibilities

  • Lead and coordinate the development of proposals, qualifications packages, and other business development deliverables from solicitation review through final submission.
  • Review and analyze RFPs, RFQs, RFIs, and related solicitation documents to identify requirements, evaluation criteria, deliverables, and compliance risks.
  • Develop proposal outlines, compliance matrices, schedules, and content plans to ensure all requirements are addressed.
  • Draft, edit, and refine proposal narratives, executive summaries, technical approaches, management plans, past performance, project descriptions, and staff qualifications.
  • Collaborate with technical subject matter experts to gather information and translate complex concepts into concise, persuasive, and reader-friendly content.

Essential Skills

  • 3 to 5+ years of experience in proposal management and writing.
  • Ability to review and summarize RFPs.
  • Self-management skills and effective communication with leadership.

Additional Skills & Qualifications

  • Experience supporting environmental consulting, engineering, construction, infrastructure, energy, sustainability, or professional services organizations.
  • Experience with federal, state, or local government proposals and contracting.
  • Experience with SAM.gov, government procurement processes, or public-sector solicitations.
  • Knowledge of AP Style, proposal best practices, and structured content management.
  • Association of Proposal Management Professionals (APMP) certification or related proposal-management experience.

Work Environment

This role requires working in a fast-paced environment, managing multiple deadlines effectively. The Proposal Writer will collaborate with various teams and utilize proposal management or CRM/content management systems. Familiarity with government procurement processes and public-sector solicitations is advantageous.

Job Type & Location

This is a Contract position based out of Fairfax, VA.

Pay and Benefits

The pay range for this position is $45.00 - $60.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
