Lansing Board of Water & Light (BWL) is a municipally owned public utility headquartered in Lansing, Michigan, tracing its origins back to 1885 when local citizens approved funding to build a water system for drinking water and fire protection. Over time, the utility expanded its services to include electricity in 1892 and steam heat in 1919. Unlike investor-owned utilities, BWL sells no stock, pays no dividends, and is not regulated by the Michigan Public Service Commission; instead, rates are determined by its Board of Commissioners, made up of eight unpaid Lansing residents appointed by the Mayor and confirmed by City Council. Today, BWL stands as the third largest electric utility in Michigan and the largest municipally owned utility in the state, employing more than 590 people. As a community-owned enterprise, BWL offers some of the lowest electric rates in Michigan while maintaining high reliability for its customers.
