This position will ensure full compliance with project contractual and PCI quality standards during fabrication, delivery, and erection of structural and architectural precast elements. • Ensure all work complies with PCI MNL-116, MNL-117, MNL-135, project specifications, and approved shop drawings.
  • Oversee and document stages of production, including reinforcement placement, prestressing operations, concrete batching, placement, curing, stripping, finishing, and handling/storage.
  • Observe and verify post-tensioning, grouting.
  • Conduct or witness concrete field tests (slump, temperature, air, cylinders) and confirm calibration of all test equipment.
  • Review inspection reports, test data, and material certifications as appropriate for PE-level accountability.
  • Evaluate concrete mix designs, material submittals, and prestressing strand documentation for compliance with contract and PCI requirements.
  • Maintain thorough daily inspection logs, photos, and nonconformance records within approved project documentation platforms.
  • Coordinate closely with Contractor QC, Contractor QA, and other oversight personnel to ensure timely issue resolution and compliance verification.
  • Participate in pre-pour and pre-erection meetings, quality audits, and third-party inspections.
  • Provide technical oversight and mentorship to Level II/III inspectors and advise the CM team QA Manager on risk areas or process improvements.
  • Promote and enforce project safety and environmental compliance requirements in all field activities.

Qualifications

  • Professional Engineer (PE) license in the State of California (required or obtainable within six months of hire).
  • PCI Level II or Level III Certification (required).
  • Minimum 7–10 years of progressively responsible QA/QC or inspection experience with precast or prestressed concrete on major transportation or rail infrastructure projects.
  • Proven knowledge of ACI, ASTM, and PCI requirements.
  • Demonstrated experience overseeing fabrication QA/QC programs at PCI-certified plants and field erection of structural components.
  • Proficiency with Procore, CMIS, BIM 360, or equivalent documentation platforms.
  • Strong technical writing, communication, and coordination skills.
  • OSHA 10-hour or 30-hour Construction Safety training (preferred).
  • Valid California driver’s license and ability to travel to fabrication plants and job sites across the Bay Area.

Following an offer, candidates will be required to satisfactorily complete employment reference checks, verification of professional licensure and/or educational credentials, a motor vehicle report (MVR), and a comprehensive background check.
