JOB TITLE: Field Security Associate

DURATION: 12 Months
ORGANIZATIONAL CONTEXT:
The Field Security Associate (G6) is based in the WFP Mukalla Field Office and reports to the Head of Field Office, with technical supervision from the Chief Security Officer. The incumbent supports security risk management and the safe and effective delivery of WFP operations within the assigned Area of Responsibility.
JOB PURPOSE:
To support the safe and effective delivery of WFP operations through security risk analysis, incident management, operational security support, mission planning and coordination, humanitarian access facilitation, and implementation of Security Risk Management Measures (SRMMs), providing timely security advice and recommendations to support informed decision-making and the protection of WFP personnel, assets and operations.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
- Monitor, analyse and report on security developments, incidents, emerging threats, access constraints and other factors that may affect WFP personnel, assets, facilities and operations, providing timely recommendations to support operational decision-making.
- Collect, verify, analyse and disseminate security-related information through corporate and local information management systems, ensuring timely and accurate security reports, advisories, incident updates and assessments.
- Establish and maintain effective liaison with relevant authorities, de facto authorities, UNDSS, UN agencies, NGOs, community representatives and other stakeholders to support information sharing, humanitarian access and security coordination.
- Support the planning, coordination and security assessment of field missions and operational activities, ensuring appropriate risk mitigation measures are implemented and established movement procedures are followed.
- Monitor personnel movements within the Area of Responsibility and support effective movement tracking, communications and personnel accountability in accordance with established security procedures.
- Coordinate security escort and other movement support arrangements, where required, based on operational requirements, security assessments and established procedures.
- Monitor, document and follow up on security incidents affecting WFP personnel, assets or operations, ensuring timely notification, reporting and analysis and contributing to appropriate risk mitigation and follow-up actions.
- Conduct and contribute to security assessments and provide findings and recommendations to support security planning, operational decision-making and risk mitigation.
- Provide technical security advice and support to management and personnel within the Area of Responsibility, in accordance with WFP security procedures and the United Nations Security Management System (UNSMS).
- Support the implementation, monitoring and periodic review of Security Risk Management Measures (SRMMs) and other approved mitigation measures, identifying gaps and supporting compliance with applicable UNSMS requirements.
- Support the maintenance, testing and operational readiness of security and emergency communications equipment, ensuring functionality and compliance with established procedures.
- Monitor and support the implementation of access control, guarding and physical security measures to maintain a safe and secure environment for WFP personnel, visitors, facilities and assets.
- Support the development, review and testing of security contingency, emergency response and business continuity plans and procedures, contributing to organizational preparedness and operational resilience.
- Deliver security briefings, awareness sessions, training and exercises for WFP personnel, guards and contracted security service providers, and support identified security capacity-development requirements.
- Supervise security support personnel, as assigned, and provide technical guidance, on-the-job training and performance support to strengthen operational effectiveness and professional development.
- Perform other security-related duties as required by the supervisor in support of WFP operational and security objectives.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Demonstrated experience in security operations, security risk management and operational security support, preferably in complex or high-risk environments.
- Experience in monitoring and analysing security developments, incidents and threats, and preparing security reports, advisories and assessments to support operational decision-making.
- Experience in supporting field missions, including security planning, movement coordination, route assessments and implementation of appropriate risk mitigation measures.
- Experience in liaising and coordinating with relevant authorities, UNDSS, UN agencies, NGOs and other stakeholders in support of security operations, information sharing and humanitarian access.
- Experience in implementing, monitoring and supporting compliance with Security Risk Management Measures (SRMMs) and other approved security measures.
- Experience in emergency preparedness, incident response, personnel accountability and security communications is desirable.
- Experience in delivering security briefings, awareness sessions, training and exercises for personnel and security support staff.
- Demonstrated ability to work independently, exercise sound judgement and respond effectively to operational requirements in challenging and rapidly evolving security environments.
- Completion of the UNDSS Security Certification Programme (SCP) is desirable.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience:
Minimum 6 years of experience, composed of a minimum of 4 years in the field of the position and 2 years in any other field but preferably in the field of the position or related.
Knowledge & Skills:
- Specialized knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
- Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
- UNDSS Field Security Associate training is required.
- Ability to manage emergency situations and remain calm.
- Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
- Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
- Excellent communication skills to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
- Willingness to attend security trainings and comply with UNSMS standards.
