Systems Architect leads to the design and development of next generation internal business systems. Possesses experience in software design and development with a focus on the integration of internal business systems across multiple functional areas, notably finance/accounting, financial transaction processing, etc. In addition, with packaged systems evaluation, selection and implementation in the areas of Finance, this position will work with general supervision and prioritizes their own work. This position will also be required to transition Counties from their current software packages onto the CHEMS system. General knowledge of accounting and/or ERP systems is strongly preferred and aids customer support of county highway department accounting staff. Experience with IT infrastructure design, architecture and integration of business applications and enterprise IT infrastructure is required. Experience with design and development of custom modules/solutions and the integration of these components with packaged solutions. Proven methodology experience for complex systems integration projects and demonstrated ability to achieve deliverables on time and on budget. Systems Architects capabilities with 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
Systems Analyst Specifics:
The contract developer will implement, support, maintain and enhance the County Highway Expenditure Microcomputer System (CHEMS) and CHEMS-PRO (GUI version). Familiarity with WisDOT, DTSD, Bureau of Highway Maintenance (BHM) project and activity accounting and business practices is also strongly preferred.
The individual will also have an extensive background in software analysis, design, development, testing and implementation. The candidate will have a broad range of networking infrastructure knowledge and experience. Great communication skills, positive problem solving skills along with the ability to work independently are required.
The contract developer is expected to provide, or be able to perform, the following to support the existing CHEMS system:
- Application support for fifty-five counties within the State of Wisconsin.
- New county software installations with (virtual) one-on-one training.
- Participation in State-wide meetings to support and enhance CHEMS. A travel allowance is provided by WisDOT.
- Power Point presentations to small and large groups.
- Software and system enhancements to the existing Advanced Revelation (AREV 3.12) database system governed by the CHEMS Board of directors.
- Specialized programming dictated by BHM business needs.
- Advanced Revelation (AREV) export programs to transfer data out of CHEMS.
- WEB site updates for program changes and information.
- Travel within the State of Wisconsin on short notice.
The contract developer must have extensive knowledge of the platform and software to support the AREV CHEMS software package. At least 10 years of experience is required in the following areas:
- IBM Desktop Hardware, MSDOS, MS Windows including Vista.
- Novell Netware 5+, !PX/TCP, Windows 2003 Server.
- Advanced Revelation (AREV) version 3.12 programming language.
- HTML Authoring, FTP management and NNTP communications.
The contractor must also have extensive knowledge of the CHEMSPRO (Windows GUI version) target platform and software development tools. At least 8 years of experience is required in the following platforms, connectivity and software:
- IBM Desktop, MS Windows, WinAPI, WinlNET / ISAPI I ASTA/ SSL Connectivity.
- Windows 2003 Server, Oracle RDBMS, SQL*Net, TCP, FTP, HTTP, HTTPS.
- Delphi Enterprise Version 2007 thru 2013, ASTA, DOA, Woll2Woll, Reportbuilder, Fire daemon.
- PLSQL Developer, PVCS, Pack4Web, InstallAware.
- Oracle DB Admin Tools, Enterprise Manager.
The individual can expect to operate primarily independent of the DOT network, facilities, and staff. This includes self-sufficiency in all necessary hardware, software, training, and support. All expenses associated with these platforms and software in use outside of the DOT network are to be included in the contractor's hourly rate. Desktop hardware including laptop and additional monitor will be provided by WisDOT.
