POSITION SUMMARY:

We are looking for a senior Solution Train Engineer (STE) to support Enterprise Intelligence and Data Solutions (EIDS) as part of BCG Federal's Workforce 3.0 managed solution for the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS). This is first and foremost a Solution Train leadership role: the STE will orchestrate SAFe execution across multiple Agile Release Trains (ARTs), strengthen planning and delivery discipline, coach Release Train Engineers (RTEs) and delivery leaders, and create the transparency needed to manage dependencies, risks, and decisions at scale.

The STE will serve as connective tissue across EIDS leadership, the DSO team, RTEs, Product Line Leads, Platform Business Owners, BCG, and other Government and contractor stakeholders. The individual will lead Solution Train cadences from Pre-PI and PI Planning through execution and continuous improvement, ensure cross-ART issues are surfaced and resolved, and use Azure DevOps (ADO) and related management information to improve predictability and flow.

A smaller but important portion of the role will support EIDS portfolio-management transformation, ADO operating-model maturity, reporting, and enabling tools such as the Portfolio Management Hub and Microsoft Power Platform. Success looks like predictable PI execution; strong RTE and ART performance; transparent dependencies, risks, and decisions; reliable solution-level reporting; and trusted relationships that enable rapid issue resolution and continuous improvement.

JOB RESPONSIBILITIES:

  • Lead EIDS Solution Train execution and SAFe cadence
  • Plan and facilitate Pre-PI Planning, PI Planning, RTE Syncs, Solution Train Syncs, Solution Train office hours, and other recurring Solution Train ceremonies.
  • Establish planning readiness across ARTs by maintaining integrated calendars, guidance, agendas, decision materials, templates, and the Teams/SharePoint content required for effective execution.
  • Coordinate solution-level planning and execution across ARTs, Product Lines, Platforms, and shared services so teams understand objectives, sequencing, commitments, and interdependencies.
  • Partner with EIDS leadership and RTEs to maintain a clear view of PI objectives, milestones, delivery health, and emerging issues from planning through completion.
  • Drive cross-ART dependencies, risks, and execution
  • Identify, track, and drive resolution of cross-ART dependencies, blockers, risks, scope changes, and decision points; ensure each item has clear ownership, due dates, and an appropriate escalation path.
  • Monitor execution through ADO, ART syncs, iteration reviews, and other delivery forums; identify variance early and help RTEs and leaders develop recovery actions when commitments are at risk.
  • Integrate changes in priorities, sequencing, resource constraints, architecture, and technical dependencies into a coherent Solution Train view and communicate impacts to the appropriate stakeholders.
  • Facilitate issue resolution across Government and contractor teams when priorities or delivery approaches conflict, using data and program objectives to drive decisions.
  • Coach RTEs and mature ART performance
  • Coach RTEs, ARTs, Product Line Leads, Platform Business Owners, and other delivery leaders on effective SAFe practices, flow, facilitation, standard work, and continuous improvement.
  • Attend ART iteration reviews and ART syncs as needed to assess execution health, reinforce standards, answer questions, and surface issues requiring Solution Train action.
  • Use retrospectives, delivery metrics, and recurring execution patterns to identify systemic improvements across the Solution Train.
  • Build RTE capability and consistency so ART-level leaders can independently manage their trains while escalating the right issues to the Solution Train level.
  • Provide execution transparency and stakeholder alignment
  • Maintain and mature solution-level ADO structures, backlog visibility, dashboards, dependency tracking, and reporting practices that support consistent execution and leadership decision-making.
  • Synthesize complex inputs into concise executive-ready status updates, risk and issue narratives, decision requests, action trackers, and recommendations focused on outcomes and business value.
  • Facilitate communication among EIDS Government leaders, DSO, RTEs, product and platform owners, BCG, subcontractors, and adjacent PEO DHMS stakeholders to maintain shared priorities and visibility.
  • Act as a trusted BCG representative and primary point of coordination for Solution Train execution topics, elevating issues at the right level with sound judgment, tact, and urgency.
  • Support portfolio transformation and enabling tools
  • Support EIDS portfolio-management transformation by helping refine governance, prioritization approaches, roadmaps, operating processes, decision artifacts, and leadership reporting.
  • Support continued ADO operating-model maturity, including backlog hierarchy, workflows, standards, dashboards, adoption, and the transition from legacy work-management practices.
  • Contribute to the ongoing enhancement and product ownership of the EIDS Portfolio Management Hub (PfM Hub) and related Microsoft Power Platform solutions; hands-on Power Apps/Power Automate development is valued where aligned to candidate capability and program need.
  • Perform rapid analysis and problem solving for ad hoc requests using Excel, Power BI, workflow automation, or other fit-for-purpose tools.

BASIC JOB REQUIREMENTS:

  • 7+ years of experience in Agile delivery, technology program management, product management, or enterprise transformation, including leadership at the ART, Solution Train, or comparable multi-team level.
  • Demonstrated experience leading PI Planning and other SAFe ceremonies across multiple teams or ARTs, with direct responsibility for dependencies, risks, milestones, and execution follow-through.
  • Demonstrated experience coaching RTEs, Scrum Masters, Product Management, Product Owners, or other delivery leaders and improving execution without relying on direct authority.
  • Strong hands-on experience with Azure DevOps Boards/backlogs, work-item hierarchies, dashboards, reporting, and enterprise adoption, configuration, or migration.
  • Prior federal, DoD, or other highly regulated health IT experience; DHA / PEO DHMS / EIDS / Military Health System experience is highly preferred.
  • Bachelor's degree in Business, Information Systems, Computer Science, Engineering, Project Management, or a related field; relevant advanced degree is a plus.
  • SAFe certification such as Release Train Engineer (RTE), SAFe Agilist, or SAFe Practice Consultant (SPC) is preferred.
  • Experience with Microsoft Power Platform, including Power Apps, Power Automate, Power BI, or low-code portfolio-management solutions, is a plus rather than a core requirement.
  • Advanced Microsoft Office skills, particularly Excel and Teams; experience using advanced formulas, PivotTables, macros/VBA, or similar techniques for rapid analysis is preferred.
  • S. citizenship and ability to obtain and maintain a Common Access Card (CAC) and required access to DHA systems and environments.
