The Team

You'll work as part of a cross-functional team of software engineers, solution and cloud architects, database administrators, DevSecOps engineers, quality assurance specialists, user experience professionals, business analysts, product managers, data analysts, accessibility and security specialists, and behavioral health subject matter experts. We partner with federal stakeholders to operate and modernize a mission-critical data collection and performance reporting platform used by grantees and program staff. The team balances reliable production operations with incremental modernization in a secure federal cloud environment.

The Work

In this individual contributor role, you will design, build, test, and support secure, accessible web applications that enable data entry, batch ingestion, validation, workflow, role-based access, reporting, and data exchange. You will contribute across the application stack, including C# and .NET services, web interfaces, APIs, SQL Server data stores, automated tests, and release pipelines. A key part of the work is strengthening the platform while it remains in active use. You will help modernize legacy components incrementally, improve performance and reliability, raise data quality, expand automated testing and deployment practices, and make production behavior easier to observe and troubleshoot. This role is a strong fit for an engineer who values maintainable systems, practical collaboration, and technology that supports public health programs.

Key Responsibilities:

  • Develop, enhance, and maintain production web applications using C#, .NET, ASP.NET Core or MVC, and modern JavaScript or TypeScript.
  • Build and maintain REST APIs, web services, and system integrations that support secure and reliable data exchange.
  • Implement data entry, batch upload, validation, duplicate detection, workflow, notification, and data download capabilities.
  • Design and optimize SQL Server data models, queries, and stored procedures, and support data migration, reconciliation, and historical data needs.
  • Write and maintain unit, integration, regression, and end-to-end tests; contribute to automated build, test, and deployment pipelines.
  • Support production operations by investigating defects, analyzing application logs and monitoring data, identifying root causes, and delivering tested fixes.
  • Apply secure coding, least-privilege access, role-based authorization, privacy, Section 508, and WCAG requirements throughout delivery.
  • Participate in Agile planning, estimation, daily coordination, code reviews, demonstrations, release activities, and user acceptance testing support.
  • Collaborate with engineering, architecture, cloud, database, security, quality assurance, accessibility, product, and client stakeholders.
  • Maintain technical documentation for application behavior, interfaces, data flows, deployment procedures, and operational support.

Required Qualifications:

  • Bachelor’s degree in computer science, software engineering, information systems, or a related field, or equivalent professional experience.
  • 3+ years developing and supporting production web applications, including 2+ years using C#, .NET or .NET Core, and ASP.NET MVC or Web API with object-oriented design.
  • 2+ years working with SQL Server or another relational database, including data modeling, query development, and performance troubleshooting.
  • 1+ year developing browser-based interfaces and integrating REST APIs using HTML, CSS, JavaScript or TypeScript, and JSON.
  • 1+ year writing automated tests and collaborating through Git-based source control, pull requests, and code reviews.
  • 1+ year implementing authentication, authorization, role-based access, and secure handling of sensitive data.
  • Demonstrated ability to troubleshoot application issues, document technical solutions, and communicate effectively within a collaborative delivery team.
  • Authorization to work in the United States, ability to perform all work within the United States, and ability to obtain and maintain a favorable Public Trust determination and complete required background screening.

Preferred Qualifications:

  • Experience contributing to incremental modernization of legacy .NET applications while maintaining reliable production service.
  • Experience supporting applications in AWS or AWS GovCloud and troubleshooting issues using monitoring and logging tools such as CloudWatch or Splunk.
  • Experience with CI/CD pipelines, Docker, or infrastructure as code, including command-line tools for automation and deployment support.
  • Experience building interfaces with React, Angular, or another modern frontend framework and using reusable components or established design systems.
  • Experience integrating Okta or another federated identity platform for single sign-on and multifactor authentication.
  • Experience implementing batch data ingestion, ETL, data quality rules, or business intelligence integrations such as Tableau.
  • Experience supporting federal government or public health applications, or familiarity with federal security, privacy, and accessibility requirements, such as NIST Moderate controls, FedRAMP, ATO processes, or Section 508/WCAG.
