Federal Transit Administration (FTA) – Acquisition and Technical Programmatic Support

Position: Full-Time / Primarily Off-Site

Customer: U.S. Department of Transportation, Federal Transit Administration

Caladwich is seeking an experienced Senior Contract Specialist/Administrator III to provide acquisition support to the Federal Transit Administration's Office of Acquisition Management (TAD-40). This senior-level position supports a wide variety of federal service and commercial acquisitions and requires hands-on federal contracting experience across the acquisition lifecycle, including acquisition planning, solicitation, evaluation, award, post-award administration, and closeout. The successful candidate will provide senior-level acquisition expertise while assisting FTA personnel with contractual actions, acquisition documentation, data analysis, quality assurance, contract administration, and related procurement activities.

CORE RESPONSIBILITIES

  • Support FTA program officials, Contracting Officer's Representatives (CORs), and Contracting Officers (COs) with cradle-to-grave procurement actions, from acquisition planning through contractual execution.
  • Provide senior-level subject matter expertise in federal acquisitions and assist staff in processing service and commercial requirements.
  • Apply knowledge of federal acquisition processes, laws, regulations, procurement methods, and contract strategies.
  • Review, proofread, and edit acquisition documents and work products for contractual clarity, accuracy, and completeness.
  • Analyze data supporting pre-award and post-award actions, identify missing information, coordinate for required information, and communicate findings.
  • Assist with preparation and entry of contractual actions into FTA's contract writing system, currently ESC PRISM.
  • Perform data verification and quality assurance and contribute information supporting federal reporting requirements.
  • Maintain written status updates and acquisition tracking information using electronic spreadsheets and other online tools.
  • Assist with contract, task order, call order, and related administration, including performance and invoice tracking as applicable.
  • Assist with preparation of contract modifications and other contractual actions.

Requirements

REQUIRED QUALIFICATIONS

  • Bachelor of Arts (BA), Bachelor of Science (BS), or higher degree and/or at least eight (8) years of relevant experience in the contracting field.
  • Senior-level federal acquisition knowledge and hands-on experience equivalent to at least Federal Acquisition Certification (FAC) Level III training and experience and/or FAC Professional.
  • Demonstrated knowledge of Government contracts, including Firm-Fixed Price (FFP), Fixed Price with Economic Adjustments, Labor Hour (LH), and/or Time & Materials (T&M).
  • Knowledge and experience supporting acquisition mechanisms including IDIQ contracts, Blanket Purchase Agreements (BPAs), and task, delivery, call, and purchase orders.
  • Ability to assess contractual requirements and recommend acquisition strategies and procurement methods requiring senior-level expertise.
  • Excellent written and oral communication skills.
  • Strong computer skills, including Microsoft Word and Excel, Google Workspace applications, and internet research capabilities.

OTHER REQUIREMENTS

  • Must be prepared to perform primarily off-site while maintaining the ability to work on-site at FTA Headquarters in Washington, DC if required.
  • Must be telework-ready and able to perform all work within the United States and its territories.
  • Must be able to perform a 40-hour work week during FTA core working hours.
  • Must be able to comply with applicable DOT personnel suitability and security procedures, which may include completion of required forms, background investigation, and fingerprinting.
  • Must be a U.S. citizen or a non-citizen lawfully admitted for permanent residence or employment, as evidenced by applicable USCIS documentation.
  • Must be able to sign a non-disclosure certificate before commencing work and comply with organizational and personal conflict-of-interest requirements.
