Job Summary Performs a full range of complex professional, financial, systems, statistical, programmatic, management, policy analyses, and other administrative activities regarding legislative and policy priorities, including research and analysis, writing, and cross-departmental coordination. Provides support to Departmental Administration and the Board of County Commissioners (BOCC). Additionally, provides organization-wide process, procedure, and systems support on behalf of the County Manager's Office, including facilitating enterprise-level discussions around the integration of org-wide internal communications systems and coordinating organization-wide needs initiatives. Job Responsibilities Coordinates, leads, and participates in a variety of special projects including planning and implementation of complex research programs and services. Develops, researches, analyzes, evaluates, and provides recommendations regarding the effectiveness of programs and operations in meeting established goals, objectives, and priorities; prepares program status reports for review. Writes policy memos and staff reports summarizing background, public input, and fiscal impact for study sessions and public hearings. Helps prepare agendas and materials for study sessions, attends sessions, and documents the Board's direction. Tracks Board decisions and assignments through to departmental implementation, coordinating with department Directors and the County Attorney's Office as needed. Maintains objectivity and equal responsiveness to all commissioners, consistent with standard codes of ethics. Leads discussions and meetings on integrating county-wide communications systems and related organizational tools. Coordinates county-wide initiatives, ensuring departmental alignment and follow-through. Provides direct project and organizational support to the County Manager's Office. Participates and collaborates in strategic planning and provides support for internal county planning efforts, external public processes, and other projects and initiatives as needed. Represents the Department, County, and other jurisdictions, vendors, or organizations on matters of County priority. Coordinates, facilitates and participates in various County cross-departmental working teams. Assists in the development of the Department's budget; conducts research and analysis to support budgeting. Prepares and presents to the BOCC as it relates to projects, policies, grants, budgets, and other areas of importance. Supports the relationship between Pitkin County government and partner organizations and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned. Minimum Qualifications, Knowledge and Skills Master's Degree in Public Administration highly preferred. Minimum Bachelor's Degree required in Public Administration and 1 year related professional, public sector experience; Additional related education or experience may count towards required education/experience. Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record. Knowledge Of: Principles and practices of public administration. Research methods and techniques. Working effectively with other employees, the public, and representatives of local, state, and federal governmental institutions. Utilizing standard personal computer software programs and specialized State and County software. Facilitating enterprise-level, cross-departmental discussions and driving alignment on organizational systems and tools. Navigating BOCC dynamics with non-partisan political acumen and equal responsiveness across all commissioners. Managing and prioritizing a multi-docket workload spanning policy, systems, and special-project work. Institutional and cross-system fluency — understanding how County departments, processes, and tools interconnect.
