The mission of the Montgomery County Investment Boards is to manage prudent investment programs for the Montgomery County Employee Retirement Plans and Consolidated Retiree Health Benefits Trust with assets of nearly $10 billion. The Investment Boards are responsible for establishing investment policies, overseeing asset allocation, evaluating and monitoring investment managers, and managing investment risk in fulfilment of their fiduciary responsibilities. MCIB invests across a broad range of public and private market strategies. Our investment team works closely with the Boards to conduct investment research and analysis, evaluate investment opportunities and managers, monitor portfolio performance and risk, and develop recommendations that support the long-term objectives of the plans.
We are seeking a highly analytical investment professional with strong research, quantitative, and problem-solving skills to join the investment team. The successful candidate will have the ability to independently evaluate investment opportunities, managers, markets, and portfolio risks; synthesize complex financial and economic information; and translate analysis into clear, well-supported investment recommendations. The ideal candidate will be intellectually curious and comfortable using advanced analytical technologies, investment systems, data platforms, and software tools to conduct research, analyze portfolios, evaluate risk and performance, and improve investment decision-making. Strong written and verbal communication skills are essential, including the ability to present complex analyses clearly and respond effectively to questions from senior investment staff and the Boards.
Individuals appointed to this position will be required to serve a probationary period of twelve (12) months during which time performance will be carefully evaluated. Continuance in the position will be contingent upon successful completion of the probationary period.
Experience: Thorough (five (5) years) of applicable professional experience, demonstrating advanced knowledge and competence in the financial, business administration, and/or investment administration fields.
Education: Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Economics, Business Administration, Finance, or related field. A Master’s Degree and CFA or CPA certification is preferred. Equivalency: An equivalent combination of education and experience may be substituted.
This role requires the completion of a financial disclosure.
All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Preference for interviews will be given to applicants whose uploaded resume/curriculum vitae contains demonstrated experience and performance success in the following areas:
Applicants selected for interviews may participate in a multi-round interview process. The final round may include an investment case study and presentation designed to assess analytical and research capabilities, use and interpretation of investment data, judgment, and communication skills. Candidates may be asked to analyze provided information, develop and present conclusions and/or recommendations, and respond to follow-up questions regarding their analysis, assumptions, and methodology.
The Office of Human Resources (OHR) reviews the minimum qualifications of all applicants, irrespective of whether the candidate has previously been found to have met the minimum requirements for the job or been temporarily promoted to the same position. This evaluation is based solely on the information contained in the application/resume submitted for this specific position.

Applicants requiring reasonable accommodation for any part of the application and hiring process should email OHR at Hiring@montgomerycountymd.gov. All applicants will respond to a series of questions related to their education, relevant experience, knowledge, skills, and abilities required to minimally perform the job. Employees meeting minimum qualifications who are the same grade will be placed on the Eligible List as a "Lateral Transfer" candidate and may be considered for an interview. This will establish an Eligible List that may be used to fill both current and future vacancies.
