The purpose of this job is to plan, organize and implement government wide human resources programs. Incumbent will be assigned to the Employment Division within the Human Resources Department. Duties and responsibilities include, but are not limited to, researching, analyzing, coordinating and administering human resources initiatives within the assigned division.
Work Schedule: Monday - Friday 8:00 am - 5:00 pm. Hybrid remote schedule eligible after 6 months. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Bachelor's degree in Human Resources Management, Business/Public Administration or related discipline with two years of human resources, personnel administration or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for the position. Must possess a valid driver's license. SHRM certification preferred.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Plans, monitors, and oversees the activities within the assigned division. Provides professional staff support to departments, which includes interpreting laws, rules, regulations, and policies related to human resources programs and makes recommendations for policy and procedural changes. Assists in developing and implementing departmental budget, goals and objectives; implements and maintains assigned program area procedures; evaluates effectiveness of programs, including researching, analyzing, and recommending policy or program changes. Participates in problem solving, conflict resolution, team building, and planning sessions. Prepares and maintains a variety of correspondence which may include: public notices, files, records, announcements, communication materials and/or other related information for assigned division. Responds to requests for information from employees and/or the general public over the phone, in person, and via e-mail regarding a variety of Human Resources procedures, programs, job opportunities, and/or other related information. Researches, compiles, and analyzes a variety of data and information; and prepares related reports. Performs other duties as assigned.
Conducts the full scope of recruitment utilizing automated software for vacant positions to include: advertising, screening, interviewing, applicant skills testing and coordination of pre-employment evaluations per job description requirements. Consults with assigned Departments to identify recruitment needs and provides expertise on candidate sourcing, applicant skills testing, and ACC process and procedure prior to job posting. Consults with assigned Departments for detailed review of job descriptions; the development of screening questions; and establishment of advertised work schedule and pay range prior to posting. Ensures appropriate job description version control in HR master file and the HR intranet site. Analyzes criminal history and employment application information per applicable law, ordinance, policy and procedure for qualifying and disqualifying factors. Consults with applicants, co-workers and HR management to resolve employment-related issues in compliance with federal and state law and/or ACC ordinance and policy. Identifies sources of potential violation of EEO law, principles, and of ACC ordinance, process and procedure. Problem solves to find a workable solution and appropriately communicates these to the Employment Administrator in a timely manner. Develops and reviews supplemental questionnaires and interview questions. Applies law, policy and procedure consistently to ensure the equal opportunity of all applicants and employees. Manages confidential information and sensitive information using good judgment and professional practices. Participates in the development and delivery of employment related training for the Unified Government. Develops and maintains detailed and appropriate documentation of potential employment violations and liability matters. Coordinates development and retention of necessary and sufficient documentation of employment decisions. Obtains reference checks, motor vehicle records, and criminal histories of prospective employees. Coordinates and processes new employee documentation related to employment. Conducts exit interviews with employees separating employment with the Unified Government. Processes unemployment claims; prepares and presents rebuttal to Department of Labor (DOL) representative; attends DOL hearings as witness for the Unified Government. Administers promotional testing for public safety positions. Participates in job fairs and community service functions.
Knowledge of the principles, practices and procedures of Human Resources Management and the operations and functions of the Department as they pertain to the performance of duties relating to the position of Human Resources Generalist. Knowledge of human resources management, practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of the terminology used within the department. Knowledge of modern office procedures as required in the performance of duties. Knowledge of and proficiency with the use of computers, current department software programs used for word processing, spreadsheets, graphics, and various human resources related activities. Knowledge of established organizational, administrative, and human relations' techniques. Knowledge of statistical and related mathematical analysis. Knowledge of interviewing and investigating procedures related to risk management. Knowledge of legal and medical terminology. Knowledge of claims adjusting practices. Ability to keep abreast of any changes in policy, methods, operations, budgetary, and equipment needs as they pertain to departmental and personnel operations and activities. Ability to comprehend, interpret, and apply regulations, procedures and related information. Ability to communicate and interact with management, employees, staff members, applicants, members of the public and all other groups involved in the activities of the Unified Government and Human Resources Management as they relate to the Department. Ability to compile, organize, prepare and maintain an assortment of records, reports, and information in an effective manner and according to departmental and /or governmental regulations. Ability to use independent judgment and discretion in handling emergency situations, determining and deciding upon procedures to be implemented, maintaining standards, and resolving problems. Ability to handle the required mathematical, primarily statistical, calculations. Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Ability to plan, organize and/or prioritize daily assignments and work activities.
Must be physically able to operate a variety of machinery and equipment including a computer, copier, calculator, facsimile machine, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
Requires the ability to handle a variety of items such as a computer, typewriter, copier, audio, video and various camera equipment, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
May require the ability to differentiate between colors and shades of color.
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimum stress when confronted with an emergency.
