Job Description

Overview

Do you enjoy using research and insight to shape strategies that move complex government health opportunities forward? BerryDunn is seeking a Healthcare Capture and Opportunity Management Specialist to join our growing and evolving Business Development team.

In this role, you will help shape and advance consulting opportunities with state health and human services and Medicaid agencies, as well as other health-related entities—supporting BerryDunn in securing meaningful work that benefits communities our clients serve.

Working at the intersection of strategy, research, relationship development, and proposal development, you will bring clarity, insight, and momentum to complex pursuits. You will guide opportunities from early identification and qualification through capture planning, pursuit decisions, and transition to the proposal team. Along the way, you will collaborate with leaders to sharpen priorities, strengthen competitive positioning, and increase the likelihood of winning work that matters.

You Will

  • Monitor our government health pipelines and help leaders assess opportunity priorities, requirements, and strategic fit.
  • Lead day-to-day opportunity and capture management for a portfolio of state governmental health and human services, Medicaid, and other health entity-related opportunities.
  • Partner with government health leaders and subject matter experts to understand services, clients, procurement environments, and emerging needs.
  • Partner with proposal managers, Business Development, and Marketing leaders to develop pursuit and go-to-market strategies to drive growth.
  • Research state agencies, Medicaid programs, health and human services priorities, procurement environments, competitors, contract vehicles, and relevant market developments.
  • Translate research and competitive intelligence into concise, decision-ready recommendations and practical pursuit actions.
  • Guide opportunities through early business development stages, including identification, qualification, capture planning, pursuit decision-making, and transition to proposal development.
  • Contribute to qualification, pursuit planning, and go/no-go conversations that consider client needs, competitive positioning, relationship strength, delivery capabilities, and pursuit viability.
  • Develop capture plans for strategic, high-value, and priority incumbent opportunities, identifying client drivers, competitors, risks, differentiators, win themes, action plans, and ownership.
  • Support proposal writing through strategic storytelling and win theme integration.
  • Develop or coordinate pre-solicitation and sales enablement materials, including opportunity briefs, capture plans, requests for information, introductory materials, and presentations.
  • Work closely with proposal professionals to help ensure that capture insights, client priorities, competitive considerations, and opportunity strategies carry into proposal development.
  • Lead or support win/loss reviews and pursuit debriefs, translating findings into recommendations for future opportunities.
  • Help business partners and Business Development team members effectively use established opportunity management and capture frameworks, tools, and processes.
  • Support go-to-market and growth planning by identifying patterns across opportunities, clients, competitors, procurement activity, and pursuit outcomes.
  • Coordinate next steps, clarify ownership, and maintain momentum across multiple concurrent opportunities and cross-functional teams.

You Have

  • A bachelor’s degree in business, marketing, communications, public administration, political science, public health, healthcare administration, English, journalism, or a related field, or equivalent relevant experience.
  • At least five years of progressively responsible experience in business development, capture management, opportunity management, proposal management, government contracting, consulting, complex sales, or a related field.
  • Experience supporting proposals or business development efforts for state government clients, preferably involving Medicaid, public health, behavioral health, human services, healthcare policy, or government health technology.
  • Demonstrated experience with opportunity qualification, capture planning, pursuit strategy, pipeline facilitation, or complex government proposal development.
  • Knowledge of government procurement processes, preferably state-level, and the ability to interpret public-sector solicitations, purchasing mechanisms, evaluation considerations, and procurement timelines.
  • The ability to research and synthesize client, market, procurement, and competitive information into clear strategic recommendations.
  • Strong facilitation and communication skills, including the ability to guide consequential discussions, ask productive questions, constructively challenge assumptions, and build alignment.
  • Sound strategic judgment and the ability to distinguish decision-critical information from background detail.
  • Experience coordinating multiple complex pursuits, stakeholders, priorities, and deadlines.
  • Strong written communication skills, with the ability to create concise opportunity briefs, capture plans, executive summaries, and decision-ready materials.
  • The ability to build trusted relationships and influence decisions without direct authority.
  • The ability to effectively operate in an environment that may bring ambiguity, evolving priorities, and organizational change.
  • Proficiency with CRM systems, procurement sites, market research platforms, and Microsoft 365 applications.

Preferred Qualifications and Experience:

  • Direct experience supporting business development, capture, or proposal efforts for state Medicaid agencies or state health and human services departments.
  • Familiarity with one or more governmental health areas, such as: Medicaid policy, program design, or managed care; Medicaid enterprise systems or technology modernization; Public health programs and operations; Behavioral health or human services; Healthcare data, analytics, interoperability, or health information technology; Organizational development, training, or change management in a governmental health environment.
  • Experience working in a professional services, consulting, or government contracting organization.
  • Experience with incumbent capture, recompetes, task orders, master service agreements, or other public-sector contract vehicles.
  • Experience partnering with senior leaders, technical subject matter experts, proposal teams, and cross-functional business partners.
  • Professional development or certification related to capture management, proposal management, business development, or project management.
