Health scientist lead

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Health Scientist Lead based in the United States.

This senior-level role focuses on advancing public health evaluation and implementation research at a national and programmatic level.

You will lead evaluation activities that assess program design, implementation, reach, outcomes, and impact.

The position combines qualitative, quantitative, and mixed-methods research with practical evaluation strategy.

You will develop evaluation plans, logic models, indicators, and performance measurement approaches.

The role also provides technical assistance, consultation, and training to internal teams and external partners.

You will help translate complex findings into actionable recommendations and clear evaluation reports.

Accountabilities

• Lead and support national and programmatic evaluation initiatives, assessing program inputs, activities, outputs, outcomes, value, and effectiveness.
• Develop comprehensive evaluation plans, logic models, evaluation questions, indicators, and performance measurement strategies.
• Design and conduct implementation research examining fidelity, adaptations, reach, barriers, facilitators, and contextual factors.
• Apply qualitative, quantitative, and mixed-methods approaches to collect, analyze, interpret, and report program data.
• Conduct national assessments, rapid evaluations, case studies, performance monitoring, and continuous quality improvement activities.
• Facilitate meetings with internal and external partners and provide technical assistance, consultation, training, and guidance on evaluation methods and tools.
• Interpret findings within the context of public health programs and develop clear recommendations to support program improvement and decision-making.
• Contribute to the dissemination of evaluation findings through reports, presentations, briefings, and other communication materials.
• Work within applicable government procedures and administrative requirements, including human subjects, OMB, IRB, and E-Clearance processes.
• Use Microsoft Office applications and relevant administrative systems to organize, manage, analyze, and communicate evaluation activities and findings.

Requirements

• Master’s degree in public health, health science, epidemiology, evaluation, social science, or a related field, combined with at least 10 years of relevant professional experience.
• Extensive experience in public health evaluation, health science, implementation research, program evaluation, or a related discipline.
• Demonstrated experience conducting national-scale assessments of program inputs, activities, outputs, and outcomes.
• Strong background developing evaluation plans, logic models, evaluation questions, indicators, and performance measurement approaches.
• Proven ability to collect, analyze, interpret, and communicate both quantitative and qualitative data using mixed-methods approaches.
• Knowledge of implementation research frameworks, methods, and approaches for assessing fidelity, adaptations, reach, barriers, facilitators, and contextual factors.
• Experience facilitating partner meetings and delivering evaluation training, technical assistance, and consultation.
• Knowledge of the rules, procedures, and principles governing government and public health program development, monitoring, and evaluation.
• Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint.
• Experience using or managing government administrative systems and processes related to human subjects, OMB, IRB, and E-Clearance.
• Previous experience working with government procedures and guidelines.
• Ability to obtain and maintain any required customer access, background investigation, or security clearance.
• Strong analytical, communication, organization, facilitation, and problem-solving skills, with the ability to work effectively with diverse stakeholders.
